The Electrify Burien program provides reimbursements to eligible Burien residents looking to increase the energy efficiency of their homes and aid in the citywide effort to reduce greenhouse gas (GHG) emissions.
Burien’s greenhouse gas report, compiled in 2019, placed residential energy as the second-highest cause of carbon emissions in the city (31%). In 2022, the Burien City Council approved funding to help reduce the amount of greenhouse gases produced in households, taking action to support the goals of Burien’s Climate Action Plan “to reduce community wide greenhouse gas emissions levels by 50% by 2030 and achieve carbon neutrality by 2050.”
The amount of greenhouse gases produced in Burien are due to a variety of factors including the use of old appliances, inefficient home weatherization, and the use of gas instead of electric utilities and appliances. The Electrify Burien program assists households looking to upgrade their appliances and make their homes more energy efficient while also supporting the goals of the Climate Action Plan.
Burien residents are eligible for a one-time reimbursement of up to $2,500 per household. The program will operate on a first-come, first-served model while funds are available.
Project Eligibility
- Eligible costs include materials and labor listed on a detailed invoice provided by the contractor, installer or retailer who performed the work.
- Projects that require a permit must utilize a licensed and insured contractor who holds a business license for the City of Burien. You may utilize those listed under the “The Switch is On”. Contractors can also be found on the Department of Revenue.
- All projects that require a permit must file a permit application. See the Work Exempt from Permits fact sheet to see if your project does not apply.
- Funds will not be distributed until the permit has been inspected and closed out.
- The project may not start until the application has been accepted reviewed and confirmation to proceed has been granted. Previously completed or in progress projects are not eligible to receive the funding.
- Please note that new construction is exempt from participation.
- Types of eligible projects include:
- Heat pumps for home heating (such as air-source or ground-source)
- Induction stove
- Appliance conversion from gas to electric
- Heat pump water heaters
- Heat pump clothes dryers
- Weatherization projects
- Double-Pane Window Installation
- Additional documentation may be required on a case-by-case basis.
Frequently Asked Questions
Question: When will I know that I can move forward with the project?
Answer: The applicant will receive notification once the project has been reviewed and confirmation. Projects that have received notice that they may proceed must follow the criteria under the Project Eligibility section in order to receive the rebate.
Question: Can the applicant or homeowner install their own appliance?
Answer: No, the applicant or homeowner must have the contractor, installer or retailer perform the work.
Question: What products should I purchase?
Answer: We can recommend Energy Star approved products.
Question: What paperwork is required for me to receive the rebate?
Answer: The city requires a contract and W9 to be on file in order to reimburse any Electrify Burien project. Additional documentation for your project may include: receipts of purchases, quotes for work, invoices from contractors, etc. You will be asked to upload all supporting documentation at the end of your project for review in order to receive your reimbursement. Failure to supply sufficient documentation (i.e. receipt of payment to installer) will result in the project being ineligible for reimbursement.
Question: Can you please share more information if I am interested in purchasing double-pane windows?
Answer: This project would be considered a window replacement that has the following requirements:
- Requires new windows to have a maximum U-Factor of 0.30 or better
- Will require installation by a licensed and insured contractor
- Note: Please be sure to check if your home is in Zone 1, 2, or 3 of the Aircraft Noise Reduction area. These zones have additional building code compliance requirements.
Question: Can you please share more information if I am interested in doing some weatherization projects?
Answer: A home weatherization project would require a home energy assessment. The cost of a home energy assessment will be eligible for reimbursement by the program only if at least one of the projects from the assessment is completed (the maximum rebate remains $2,500 per household).
Question: What if my project requires a permit?
Answer: All projects that require a permit must a receive approval as well notice to proceed with the project and then file an application for a permit prior to beginning any work. Please see the Work Exempt from Permits fact sheet under the Fact Sheets and Fee Tables - City of Burien webpage.
- Zoning - please check your location to comply with the aircraft noise reduction requirements. See the attached document for more information.
- If your home is within the Zone 1, 2, or 3 you will need to acquire a permit.

The mission of the SNAP! campaign is to engage, educate, and mobilize our community, especially youth leaders, to champion energy-smart solutions at the neighborhood level.
Through the Sustainable Neighborhood Ambassador Program (SNAP!) under Sustainability Ambassadors, students and local advocates will take the lead in spreading awareness about practical, accessible home upgrades that reduce fossil fuel use and increase energy efficiency.
