The Burien City Council adopted new rules of order and civility, approved list of proclamations for 2023, approved salary adjustments for Teamsters-represented City staff, updated city manager employment contract, adopted ordinance updating 2022 budget, and heard a presentation on construction progress of Kinect@Burien development in downtown Burien.

The Burien City Council adopted the 2023-2024 budget. They also issued a proclamation honoring people with disabilities, adopted a new policy related to compost procurement, discussed list of proclamations they would like to support in 2023, discussed updates to Burien’s code related to vegetation, and discussed existing rules and regulations related farming and owning livestock.

The Burien City Council approved their 2023 state legislative agenda, an increase to the property tax levy and Surface Water Management service charges, continued discussion on the 2023-2024 biennial budget, heard presentations on themes emerging from city planning outreach, previewed the Planning Commission’s 2023 work program, made amendments to the Rental Housing Inspection Program, approved recommendations to enhance communication with the Business and Economic Development Partnership, approved a meeting schedule for 2023, and repealed the vaccine mandate for City staff.

The Burien City Council issued a proclamation in honor Native American Heritage Month. They also expressed support for the state legislative agenda, a transit-oriented development dear downtown Burien’s transit center, and an updated comprehensive emergency management plan for the City of Burien. They held a public hearing on the 2023-2024 budget, expressed support for increase to property tax levy and surface water management service charges, and heard a presentation on the proposed Capital Improvement Program. They rescinded the emergency order for Burien, approved a new vacation cashout policy for City employees, and expressed support for a new policy reducing fees for childcare businesses.

The City Council adopted renter protections and extended the end date of the Affordable Housing Demonstration Program. They continued discussions of the 2023–2024 budget, hearing from department leaders presenting details of their budget requests. They approved staff salary survey recommendations to be included in the proposed budget, approved a federal legislative agenda for 2023, and discussed recruitment of the new police chief.

The Burien City Council discussed strengthened renter protections. They also discussed new rules of order to guide management of council meetings, issued two proclamations, and heard a presentation on efforts of a City staff committee committed to advancing racial equity in City of Burien government operations. They held the first public hearing on the 2023-2024 budget, adopted South King Housing and Homelessness Partners (SKHHP) work plan and budget priorities as well as amendments to the Comprehensive Plan.

The Burien City Council adopted new tree regulations and continued discussions of the 2023-2024 budget, Affordable Housing Demonstration Program, and Strategic Plan. They heard a presentation on the latest crime statistics and two new youth environmental programs and issued a proclamation in honor of Italian American Cultural Heritage Month. They began discussions on their lobbying priorities for the Washington state legislative session.

The City Council held a study session to discuss updated tree regulations and updates to the Affordable Housing Demonstration Program.

The City Council discussed new Council guidelines, issued three proclamations, approved participation in settlement with opioid manufacturers, supported adoption of a Native land and peoples acknowledgment, approved a stormwater easement, supported approval of human services funding allocations, discussed a proposed plan to celebrate Burien’s 30th anniversary of incorporation, and discussed Shape Your City, a coordinated community engagement effort that will lead to major updates to the Comprehensive Plan.

The City Council adopted the implementation plan to use American Rescue Plan pandemic recovery funding, discussed the long-range General Fund financial forecast, adopted ways to enhance communication and collaboration between the City Council and business community, approved a new administrative assistant position to support customer service and records management, and discussed updating rental housing policies.

City Manager Adolfo Bailon participated in a ceremonial oath of office and welcome reception prior to the regular meeting. The Burien City Council issued a proclamation in honor of the late Charlotte Berg, heard an update on the monkeypox outbreak, discussed Association of Washington Cities board and commission recruitment, discussed the strategic plan vision statement and strategic priorities, began discussions of the 2022 compensation survey, discussed allocation of federal Community Development Block Grant funds, and amended a scope of work for the HVAC replacement project for the Burien Community Center and Moshier Art Center.

The Burien City Council issued a proclamation in honor of Guatemala Day, heard about new programs to help local businesses expand their digital presence and encourage community to shop local, discussed staffing updates, approved a letter to the FAA on aircraft fuel efficiency, discussed the 2023-2024 budget calendar, heard an update from South King Housing and Homelessness Partners (SKHHP), reviewed work plans for the Parks and Recreation Advisory Board and Arts Commission, reviewed the 2023 plan for public art projects and funding, and set the bond amount for the city manager.

The Burien City Council continued discussions on use of American Rescue Plan Act funding, began discussions of zoning code related to parking in downtown and at accessory dwelling units, use of electronic license plate readers to enforce parking regulations, and setting performance goals and a performance review process for the new city manager.

The Burien City Council heard an update on the SR-509 Completion Project, discussed options for investing federal stimulus funding to aid Burien’s pandemic recovery, heard an update on distribution of rental assistance, and took action on solid waste management requirements for businesses.

The Burien City Council issued proclamations honoring LGBTQIA+ Pride Month and Juneteenth, selected finalists to be interviewed for the city manager position, ended the grocery worker hazard pay ordinance, discussed the Burien Food Truck Pilot Program, approved a franchise agreement with Crown Castle Fiber, and discussed ways to enhance communication between the business community and City Council.

The Burien City Council issued four proclamations, received an update on city manager search process, discussed major staffing updates, heard update from Chief Boe on video of police encounter with community member, discussed the Transportation Improvement Program, heard updates on new programs to engage community in civic processes, adopted new code governing location of public meetings, and discussed grocery worker hazard pay.

The Burien City Council hosted a joint meeting with the Business and Economic Development Partnership (BEDP) met to discuss ways the BEDP and City Council could enhance communications between the two groups as well as to the business community.

The Burien City Council issued a proclamation in honor of Affordable Housing Week and honored Rose Clark and Nancy Salguero, two of the three 2022 Burien Citizens of the Year. Tony Hayes will be honored at a future meeting. They also heard a progress update on the search for a new city manager, approved a memorandum of understanding related to a legal settlement on impacts of opioids in communities, discussed updates to the municipal code regulating stormwater, and discussed plans to transition to hybrid in-person and virtual public meetings.

The Burien City Council heard outcomes of the state legislative session, discussed progress on community planning for the Ambaum and Boulevard Park neighborhoods, received an update on the 2021 financial report, and discussed allocation of monies from a possible settlement as a result of a lawsuit other municipalities have filed against prescription opioid manufacturers and distributors.

The Burien City Council issued proclamations in honor of Earth Day, Arbor Day, and Sexual Assault Awareness Month. They discussed progress on the search for a new city manager and heard an update on a collaborative approach to public safety. They also began discussions on a minimum wage for large businesses and recommendations for parking in Burien’s downtown. They adopted a resolution to acquire Lakeview Park from Highline Public Schools.

The Burien City Council appointed new members to the Planning Commission, issued a proclamation to raise awareness about infertility, continued discussions of city manager search, approved an agreement in support of the Miller Creek Enhancement Project, and approved an agreement regarding the DESC Burien housing development.

The Burien City Council appointed new members to the Human Services Commission, discussed updates to the city manager search, discussed a Native land and peoples acknowledgment, and heard about the services offered by Mary’s Place.

The Burien City Council appointed new members to the Parks and Recreation Advisory Board and Business and Economic Development Partnership, learned about environmental projects funded by the Port of Seattle, discussed staffing shortages in King County Sheriff’s Office, approved a letter of support for the Burien Creative District, discussed the BEDP work plan and annual report and 2022 Community Survey, and provided direction on proposed solid waste management requirements for businesses.

The Burien City Council selected GovHR USA to help recruit a new city manager, proclaimed March as Women’s History Month, approved a letter of support for new building codes to address climate change, supported the proposed legislative agenda for the South King County Housing and Homelessness Partners, discussed digital community engagement and the plan to solicit feedback on a plan to invest federal stimulus funding, approved an amendment to the City employee vaccine mandate, and approved a process for selecting new advisory board members.

The Burien City Council interviewed two executive search firms to help recruit and select a new city manager, adopted priorities for the funding of human services in 2023-2024, adopted a memorandum of understanding with the Teamsters union, and discussed solid waste requirements for local businesses.

The Burien City Council issued a proclamation in honor of Black History Month and heard updates from the State legislative session and on the City’s strategic planning and Comprehensive Planning efforts. They also moved forward with the process of vetting executive search firms to hire a city manager and approved issuing a letter in support of the Teamsters Local 174 general strike.

The Burien City Council approved a resolution declaring the landslide on 172nd St/SW Sylvester Rd an emergency. They also selected their top two choices for executive search firms, appointed their fellow councilmembers to local government organizations, discussed their meeting guidelines, and heard an update on the status of outreach and education for local businesses to help them prepare for Ordinance 709, restricting the use of non-compostable food service products, that goes into effect on July 1, 2022.

The Burien City Council determined next steps in the search for a new city manager, began discussions of a plan to use American Rescue Plan funding, approved interlocal agreements, and asked for more information about a possible land donation in the Salmon Creek ravine.

The Burien City Council held a special meeting to discuss Burien’s eviction moratorium. They also set an amount for a bond for the interim city manager.

The Burien City Council elected a mayor and deputy mayor, appointed an acting city manager, issued a proclamation to raise awareness about human trafficking, met new fire and police personnel, discussed acquisition of land for parks, and discussed interlocal agreements.
