The City
has commissioned a consulting team led by
Opsis Architecture,
in association with GreenPlay, to work with residents and staff to begin planning a new
community recreation center at the site of the existing Burien Community
Center. The consultant team have held numerous meetings throughout the
summer to gather information from the community
regarding their recreational needs and interests. We would like to invite
you to be part of this process.

Site Ideas: Various site plans (A-D) were reviewed over the summer and discussed with stakeholders, the Citizen Planning Committee and others during numerous planning meetings. The "pros" and "cons" of these plans were reviewed, and new ideas and concepts emerged from those discussions. New plan options were presented during these meetings. Click to view each site plan.
A final preferred plan (E1) was presented at the October 18 public meeting. On October 18th, the Citizen Planning Committee unanimously approved Plan E1 as their preferred plan and recommended its acceptance to the Parks Board and City Council.

Q: What will be included in the
recreation facility?
A: There are a number of recreational
amenities that will be included in the facility.
The public process gathered the community’s
input about what is important, and the spaces identified by residents
through previously conducted surveys and recently conducted stakeholder
meetings included:

Q: How have citizens been involved in
the planning for a new indoor recreation facility?
A: Planning has been conducted through an open public process, with
every citizen invited to participate. This process has been underway with
community stakeholder meeting and with interested groups, news stories, and a
website:
www.burienparks.net/center. The first
public open house will be held on July 12 at 7:00pm in the Burien Community
Center. Additional open houses were held in August, September and October.
Q: How can I get information about
facility planning as it becomes available?
A: If you’re interested in receiving updates about the Community
Center project, you can add your name to an email list, or continue to visit
this facility planning website at
www.burienparks.net/center.
Facility Funding
The costs for building the new
Community Recreation Center are being finalized. It is estimated that the
project will approach $35 million. Financing strategies will
be developed for citizen and City Council consideration. It is expected that
there will be a combination of funding sources that may include public and
private partnerships, fundraising, and public financing.
The City of Burien is considering a voted bond measure in the fall of 2008. This would be the first voted bond measure by the City of Burien. Based on an assumption of a 30-year, $30 million bond measure, a bond calculator has been developed to enable citizens to determine the potential assessment rate for property owners ... click here.

PROJECT FACTS
The City of Burien has started
planning for a new community recreation center on the site of the existing
Burien Community Center. The existing facility is an old former elementary
school and it is not meeting the recreation needs of Burien's diverse
residents. Burien is growing, and citizens are asking about more recreation
opportunities for children, teens, families, adults and seniors. This facility
could offer activities for all ages, would open new opportunities for
recreation, help build a stronger community and continue to advance our
city-wide initiative of community wellness.
Burien Community Recreation Facility Summary
A new indoor recreation facility is proposed for Burien – planning is under way
Possible spaces that will be considered within the building include a gymnasium, recreation activity pool, fitness facility, therapy pool, and more
Estimated costs and funding sources to build the facility are not yet known
Funding sources may include public / private partnerships, sale of general obligation bonds, sponsorships and donations, public funding.
Facility operations are envisioned to be largely self-supporting, with a significant portion of ongoing operating costs to be borne by users.
Planning Process
The initial phase of the indoor
recreation facility planning process will take six months to complete and is
just getting underway. Citizens are invited to join in this exciting
opportunity to create a lasting investment in quality of life for current and
future generations. Community forums, open house events, and other avenues
will promote citizen participation in the indoor recreation facility planning.
Planning Team
The City of Burien hired
Opsis Architecture for the concept planning and design of the new
community center and indoor recreation facility project. Opsis Architecture
was selected following a formal consultant selection process. Working with
Opsis Architecture is
GreenPlay, LLC, a leading recreational planning firm with experience in
planning recreation centers throughout the United States.
