Title: Surface Water Management Engineering Technician         Dept.: Public Works

FLSA Status: Non-Exempt                                                       Reports to: Civil Engineer II – SWM

Salary Range: $4,116 – 5,003/month                                         Closing Date:  4:00 p.m., 5/9/08

General Position Summary

Under the direction of an assigned supervisor, provides general technical support to a variety of design, construction, inventory, and monitoring projects.  Performs office research, inventory of drainage features, collection of data, and other related technical assignments as required to ensure compliance with the Endangered Species Act and National Pollutant Discharge Elimination System Phase II permit.

 

Essential Functions

  • Performs field inventory and updates database for drainage information.
  • Maintains computer inventory of drainage problem information, retrieves information database as requested, updates maps and files to reflect additions or changes to the drainage system, and uses data to analyze effect of development on existing drainage problems.
  • Performs a variety of advanced computer design and drafting using computer-assisted drafting (CAD) and GIS hardware and software; prepares details and lay out drawings for projects and revises and updates City maps as assigned.
  • Conducts field work to inspect stormwater drainage facilities and other public works structures to verify the existing conditions and to identify deficiencies.
  • Operates a variety of computer software including Word, Access, Project, and Excel, and operate equipment including but not limited to level, transit, GPS data collector, calculator and fax machine.
  • Inspects public works maintenance and construction projects and job sites to ensure contractor compliance with project plans, specifications, and related documents;
  • Prepares exhibits, displays, maps, and other graphic materials.
  • Performs water quality and quantity monitoring and data collection as directed
  • Provides technical assistance to citizens and staff to promote compliance with surface water management policies, codes, and Best Management Practices; Informs property owners of responsibilities and liabilities relating to drainage.
  • Participates in flood emergency response including but not limited to identifying drainage problem cause, an appropriate course of action, and implementing the emergency response as necessary.
  • Performs other related duties of a comparable level/type as assigned.

 

Secondary Functions

  • Attend meetings to provide information and assistance in resolving issues related to drainage, bank stabilization, and related issues.

 

Job Scope

Performs recurring work situations with occasional variations from the norm.  The position involves a moderate degree of complexity and the incumbent operates from established and well known procedures under moderate supervision. 

 


Interpersonal Contacts

The incumbent interacts with engineering personnel, other government agencies, contractors, consultants and the public to exchange information, coordinate work, answer questions and respond to complaints.

 

Specific Job Skills

  

Knowledge of:

·         Street and storm water drainage systems.

·         Public facilities inspection standards. 

·         General principles, practices, and standards of civil engineering and surveying.

·         Applicable City, state, and federal codes, ordinances, specifications, procedures and standards.

·         Techniques, procedures, and instruments used in engineering design, drafting, and surveying.

·         CAD and other engineering software applications to generate and modify construction drawings.

·         Engineering plans and specifications.

·         Environmental policies and laws applicable to assigned engineering projects.

·         Database concepts.

·         Methods/techniques for collection, compilation and analysis of data.

·         GIS and ESRI GIS software.

 

Ability to:

·         Read and interpret engineering plans to evaluate existing and newly constructed stormwater systems.

·         Perform responsible engineering duties related to the development of engineering projects and design of plans.

·         Design and review engineering plans for various engineering to assure compliance with applicable codes, standards, and specifications.

·         Assure compliance and compatibility with existing systems and applicable codes, standards, specifications and practices.

  • Calculate, verify, and plot field survey or GPS data results.

·         Communicate with agencies, the public, and City management to answer questions and provide information.

·         Accurately interpret, apply and explain local, State and federal codes, rules, regulations, policies and procedures.

  • Prepare design drawings using CAD equipment and software.
  • Operates a variety of computer software including Word, Access, Project, and Excel and equipment including but not limited to a level, transit, GIS, ESRI, GPS data collector, calculator and fax machine.
  • Establish and maintain effective working relationships with public officials, staff, community groups, and the public.
  • Define problems, collect data, establish facts, and draw valid conclusions. 
  • Conduct field evaluations to review systems under construction.
  • Recognize occupational hazards and utilize standard safety practices.

Continuous talking, hearing, and handling; frequent standing, walking, and sitting; occasional fingering, reaching, feeling, bending, and repetitive motions of hands and wrists; and rare stooping, crawling, kneeling, climbing, bending, and repetitive motions of feet.  Must be able to push, pull, lift and carry forty pounds.

 

Education and/or Experience

Any combination equivalent to: two (2) years college‑level course work in civil engineering and two (2) years responsible civil engineering experience involving design work of storm drainage, sewer, water, and road systems or a combination of education, training and experience which provides an equivalent background required to perform the work of the position. 

 

Special Requirements

·         One year experience working with CAD/GIS mapping software preferred.

·         Successful completion of pre-employment background check.

·         Valid Washington State Driver’s License with satisfactory driving record.

 

Job Conditions

Work is performed outdoors, and in the office environment, and may involve travel to a variety of locations to perform site visit work and/or attend meetings. The work environment is fast-paced, and the noise level is usually moderate to high.

 

Hazards

Working on or around heavy equipment, traffic, ladders, open trenches, scaffolding and heights; exposure to various dust, chemicals, fumes, odors and gases; tripping hazards from construction site debris and unstable walking surfaces; inclement weather conditions, unrestrained animals; contact with dissatisfied or abusive individuals.

Selection Process

Applicants will be evaluated on the basis of education and work experience.  Highly qualified candidates may be invited to participate in interviews.  Candidates may be asked to respond to supplemental questions in writing and may be asked to supply illustrative examples of work.  A test may also be administered to assess relevant skills.  Additional references may be requested of finalists.
