The
City of
General Position Summary
Under the direction of an assigned
supervisor, provides general technical support to a variety of design,
construction, inventory, and monitoring projects. Performs office research, inventory of
drainage features, collection of data, and other related technical assignments
as required to ensure compliance with the Endangered Species Act and National
Pollutant Discharge Elimination System Phase II permit.

Job Scope
Performs recurring work situations with occasional
variations from the norm. The position involves a moderate degree of complexity and the incumbent operates from established and well known procedures under moderate
supervision.
Interpersonal Contacts
The incumbent interacts with engineering personnel,
other government agencies, contractors, consultants and the public to exchange
information, coordinate work, answer questions and respond to complaints.
Specific Job Skills
Knowledge
of:

Street and storm
water drainage systems.

inspection standards.

practices, and standards of civil engineering and surveying.

Techniques,
procedures, and instruments used in engineering design, drafting, and
surveying.

CAD and other
engineering software applications to generate and modify construction drawings.

policies and laws applicable to assigned engineering projects.

Ability

Read and
interpret engineering plans to evaluate existing and newly constructed
stormwater systems.

Perform
responsible engineering duties related to the development of engineering
projects and design of plans.

Design and review
engineering plans for various engineering to assure compliance with applicable
codes, standards, and specifications.

Assure compliance
and compatibility with existing systems and applicable codes, standards,
specifications and practices.
·
Communicate with
agencies, the public, and City management to answer questions and provide
information.
·
Accurately interpret,
apply and explain local, State and federal codes, rules, regulations, policies
and procedures.

Education and/or Experience
Any combination equivalent to: two (2)
years college‑level course work in civil engineering and two (2) years
responsible civil engineering experience involving design work of storm drainage,
sewer, water, and road systems or
a combination of education, training and experience which provides an
equivalent background required to perform the work of the position.
Special Requirements
·
One year
experience working with CAD/GIS mapping software preferred.
·
Successful
completion of pre-employment background check.
·
Valid Washington
State Driver’s License with satisfactory driving record.
Job Conditions
Work is performed outdoors, and in the office
environment, and may involve travel to a variety of locations to perform site
visit work and/or attend meetings. The work environment is fast-paced, and the
noise level is usually moderate to high.
Hazards
Working on or around heavy equipment, traffic,
ladders, open trenches, scaffolding and heights; exposure to various dust,
chemicals, fumes, odors and gases; tripping hazards from construction site
debris and unstable walking surfaces; inclement weather conditions, unrestrained
animals; contact with dissatisfied or abusive individuals.

Applicants will be evaluated on the basis of education
and work experience. Highly qualified
candidates may be invited to participate in interviews. Candidates may be asked to respond to
supplemental questions in writing and may be asked to supply illustrative
examples of work. A test may also be
administered to assess relevant skills.
