Title: Civil Engineer III Dept.: Public Works Director
FLSA Status: Full-time, Exempt Reports to: Public Works Director
Salary Range: $6,063-$7,369/month Date Closed: Open until filled.

General Position Summary
Performs professional-level civil engineering work
involving major capital and privately funded development projects. Plans and conducts complex and large scale
engineering studies and projects, coordinates and directs outside engineering
consultants and contractors on assigned projects and studies. Represents the City on large-scale projects
and complex engineering reviews.
Provides direction to Civil Engineers and other engineering personnel.
Essential Functions
- Provides work
direction and guidance to Civil Engineers and other engineering personnel
on City projects.
- Supervises and
evaluates performance of assigned personnel, assists in the selection of
new employees, evaluates and disciplines employees according to city
policies and procedures.
Responsible for staff development.
- Provides project
leadership on assigned projects including establishing and maintaining
project schedules and activities.
- Develops scope and fee
estimates for proposals on projects requiring outside consulting
assistance; participates in the selection of consultants; negotiate and
monitors contracts and services of consultants to ensure compliance with
specifications, timelines, and City ordinances and policies; and recommends
payments to contractors on projects as appropriate.
- Compiles and analyzes
statistical and technical information, maps and data related to
engineering projects and prepares reports concerning projects and related
activities for review by superiors; maintains various records and files as
required.
- Manages the
development of plans, specification and estimates for construction
projects including but not limited to streets, traffic improvements,
detention ponds, and storm water improvements. Reviews drat sketches and topographic
maps.
- Performs technical
duties in the design of civil engineering projects including but not
limited to transportation, traffic signals, street lights, streets,
sewers, storm drainage, and other facilities.
- Performs field
inspection activities to gather information and review systems under
construction.
- Provides written and
verbal reports as necessary on assigned projects. Presents reports to City Council,
commissions and other groups as requested.
- Plans and conducts
large-scale engineering studies; develops timelines, specifications, and
project objectives, monitors progress and provides periodic reports
regarding assigned projects.
- Prepares and reviews
drawings and designs for major projects.
Leads or assists in the overall design effort.
- Provides for and leads
plan reviews of consultants’ projects and studies to ensure compliance
with City codes, policies, and general engineering practices.
- Inspects sites.
- Approves plans and
indicates deficiencies with corrective action required.
- Performs related
duties as required or assigned.
Secondary Functions
- Applies for grants.
- Assists with the
development and monitoring of the division budget.
Job Scope
Performs frequent new and varied work situations. The position involves a high degree of
complexity and the incumbent determines own practices and procedures and
contributes to the development of new concepts.
Supervisory Responsibility
This position supervises the work of Civil Engineers as
assigned.
Interpersonal Contacts
The incumbent interacts extensively with staff, the
public, contractors, businesses, and other governmental agencies.

Knowledge
of
- Advanced principles,
practices, methods, and techniques of civil engineering

codes, regulations, policies, and procedures.

methods as applied to the design, project management and construction of
public works, public utilities, transportation, and general construction.

agency guidelines, requirements, and practices.

supervision and guidance of personnel and project teams.

drafting and design software, Geographic Information Systems, and Project
Management software.
- Budget development and
planning including the ability to monitor and control expenditures.

- Supervise and provide

night meetings.

on a 24-hour basis.
Mental Abilities
Continuous independent judgment and/or action and the

training and supervising, and ability to write and read English; occasional use
of discretion, negotiation, and performance of advanced and basic math.
Physical Abilities
Frequent standing, walking, sitting, talking, and
hearing; occasional stooping, reaching, kneeling, handling, bending, and
repetitive motions of hands and wrists; and rare crawling, fingering, feeling,
climbing, and repetitive motions of feet.
Position requires the ability to lift, push, pull, and carry 50 pounds.
Education and/or Experience:
Bachelor’s degree in civil engineering or related
field plus a minimum of six years progressively responsible public works
engineering experience OR an
equivalent combination of education and experience.
Special Requirements
·
Professional
Engineer License (PE). If licensed in
another State, must obtain a Washington State PE license within six (6) months.

Successful
completion of pre-employment background check.
·
Valid Washington
State Driver’s License with satisfactory driving record.
Job Conditions:
Work is primarily performed in an office environment
with extensive work at a desktop computer.
Occasionally works outdoors.
Attendance at occasional night meetings is required.
Hazards
Working on or around heavy equipment, traffic,
ladders, open trenches, scaffolding and heights; exposure to various dust,
chemicals, fumes, odors and gases; tripping hazards from construction site
debris and unstable walking surfaces; unrestrained animals; contact with
dissatisfied or abusive individuals.

Selection Process
Applicants will be evaluated on the basis of education
and work experience. Highly qualified
candidates may be invited to participate in interviews. Candidates may be asked to respond to
supplemental questions in writing and may be asked to supply illustrative
examples of work. A test may also be
administered to assess relevant skills.
