RESOLUTION NO. 210

 

A RESOLUTION OF THE CITY OF BURIEN, WASHINGTON, DELAYING IMPLEMENTATION OF THE KING COUNTY SURFACE WATER DESIGN MANUAL UNTIL SEPTEMBER 8, 2005

 

            WHEREAS, upon the City’s incorporation in 1993, the City adopted by reference the then existing King County Code Chapters 9.04 Surface Water Runoff Policy and 9.08, Surface Water Management Program, including all subsequent amendments thereto; and

 

            WHEREAS, King County’s Surface Water Management Program includes the promulgation of Surface Water Design Standards and, accordingly, the City of Burien implements the King County Surface Water Design Manual and all amendments thereto;

 

            WHEREAS, on January 24, 2005, King County published the 2005 Surface Water Design Manual; and

 

            WHEREAS, the City of Burien first learned of the County’s publication of the 2005 Surface Water Design Manual on January 24, 2005, when a King County staff person verbally informed City staff; and

 

            WHEREAS, in order to evaluate fully the revisions contained in the 2005 Manual and the manner in which these revisions shall apply to projects within the City of Burien, staff requests a delay in the implementation of the 2005 Manual for six months in order to provide staff adequate time to perform this critical evaluative function;

 

            NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF BURIEN, WASHINGTON, DOES RESOLVE AS FOLLOWS:

 

            Section 1.  2005 King County Surface Water Design Manual Implementation Delayed.  The City Council of the City of Burien hereby directs staff to continue to implement and impose the standards and regulations contained in the 1998 King County Surface Water Design Manual up through and including September 7, 2005; on September 8, 2005, the 2005 King County Surface Water Design Manual shall be in effect and enforced throughout the City of Burien.

 

Section 2.  Effective Date. This resolution shall take effect immediately upon passage by the Burien City Council.

 

            ADOPTED BY THE CITY COUNCIL OF THE CITY OF BURIEN, WASHINGTON, AT A REGULAR MEETING THEREOF THIS 7TH DAY OF MARCH, 2005.
