RESOLUTION NO. 208

 

A RESOLUTION of the city of burien, washington AMENDING RESOLUTION NO. 201 and Adopting a REVISED conceptual site plan for the future burien town square

 

            WHEREAS, the City of Burien’s vision states “As we look into the future, we see the City of Burien as a community with a thriving, attractive, and customer-friendly city center and business areas.” and;

 

            WHEREAS, the City of Burien’s first Comprehensive Plan adopted in 1997 states, “The city shall seek the development of a town square as the central focal point for the downtown core.” ; and

 

            WHEREAS, in October of 2000 the City of Burien developed the town square plan which includes site design, urban design, and site management principles.  In addition this plan considered schematic alternatives and with citizen input selected a preferred alternative; and

 

            WHEREAS, between 2001 and 2003 the City of Burien acquired land in preparation for development of a future Town Square; and

 

            WHEREAS, on December 16, 2002 the City of Burien adopted Resolution No. 168 accepting the recommendations contained in the downtown Burien Master Plan (Phase II) , Public, Educational, and Cultural Facilities Component.  This plan continued to explore schematic alternative with a focus on uses that could locate around a future town square ; and

 

            WHEREAS, in 2003 the City of Burien selected Urban Partners as its Town Square developer; and

 

            WHEREAS, the City of Burien held community meetings on the proposed Town Square project on April 15, 2004, August 4, 2004, and September 27, 2004 and the City Council developed a conceptual Town Square design in May, 2004; and

 

            WHEREAS, the City Council is prepared to adopt an agreement framework and interim agreement with Urban Partners; and

 

            WHEREAS, on October 18, 2004 the City Council of the City of Burien adopted Resolution No. 201 incorporating a conceptual Site Plan for the Burien Town Square; and

 

            WHEREAS, in conjunction with the agreement framework and interim agreement with Urban Partners, the City Council of the City of Burien now wishes to revise the conceptual Site Plan for the Burien Town Square as shown on the attached and incorporated by this reference as if fully set forth herein;

 

NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF BURIEN, WASHINGTON, DOES RESOLVE AS FOLLOWS:

 

            Section 1  Amendment.  Section 1 of Resolution No. 201 is hereby amended to adopt the Revised Conceptual Site Plan for the Burien Town Square attached hereto as Attachment A and incorporated by this reference as if fully set forth herein.

 

            Section 2.  Effective Date.  This resolution shall take effect immediately upon passage by the Burien City Council

 

            ADOPTED BY THE CITY COUNCIL OF THE CITY OF BURIEN, WASHINGTON, AT A REGULAR MEETING THEREOF THIS 24TH DAY OF JANUARY, 2005.
