CALL TO ORDER

 

Mayor McGilton called the Study Session of the Burien City Council to order at 7:00 p.m.

 

PLEDGE OF ALLEGIANCE

 

Mayor McGilton led the Pledge of Allegiance.

 

ROLL CALL

 

Present: Mayor Joan McGilton, Deputy Mayor Rose Clark, Councilmembers Sue Blazak, Kathy Keene, Lucy Krakowiak, and Gordon Shaw.  Councilmember Sally Nelson was excused.

 

Administrative staff present: Mike Martin, City Manager; Richard Loman, Economic Development Manager; Dan Bath, Project Manager/Engineer; Michael Lafreniere, Parks and Recreation Director; Scott Thomas, Parks Acquisition & Development Planner; Debbie Zemke, Recreation Manager; and Monica Lusk, City Clerk.

 

ANNOUNCEMENTS

 

Presentation of the 2007 Annual Report by Lynda Isernio, President, Discover Burien

 

Lynda Isernio, President, highlighted the following events accomplished in 2007: published the annual event calendar; produced and sponsored Clean Sweep, the Awards Dinner, the Farmer’s Market, and Spring Plant Sale; provided updates to businesses on the 1st Avenue South Street Project; and, hosted an after hours business-to-business networking event.

Motion was made by Deputy Mayor Clark, seconded by Councilmember Krakowiak, and passed unanimously to Affirm the February 25, 2008, Agenda.

 

CONSENT AGENDA

 

a.        

Approval of Vouchers: Nos. 18484-18621, 918603, 918606, 918620 for Total Values of $977,621.85, $7,937.44, $3,320.00, and $401.52.

 

b.       

Approval of Minutes: Study Session, February 11, 2008.

 

c.        

Motion to Adopt Proposed Resolution No. 274, Entering Findings of Fact and Conclusions of Law Regarding Approval of the Feeney Subdivision.

 

 

Direction/Action

Motion was made by Deputy Mayor Clark, seconded by Councilmember Krakowiak, and passed unanimously to Approve the February 25, 2008, Consent Agenda.

 

DISCUSSION ITEMS

 

City Manager's Report

 

Mike Martin, City Manager, noted the following:

·        Survey on the City’s website that will provide input for its redesign has been placed on the website

·        Telephone hardware upgrade complete

·        Transit Center permit has been issued

·        Community Satisfaction survey is also posted on the website

·        Web streaming video technology is being tested

 

Follow-up

Staff will schedule a presentation by the Highline School District on the White Center Gates Foundation grant received for early learning.

 

Discussion of Potential Annexation Area

 

Present from King County and the city of Seattle: King County Councilmember Dow Constantine; Kurt Triplett, King County Executive Office, Policy & Strategy, Chief of Staff; Elissa Benson King County Senior Policy Analyst (Supervisor Annexation Section); Tim Ceis, city of Seattle Deputy Mayor; Kenny Pittman, city of Seattle, Policy and Management Office; and Mian Rice, city of Seattle, Office of Intergovernmental Relations.

 

Direction/Action

Councilmembers agreed to not support Senate House Bill 1139 as amended. 

 

Discussion on Community Recreation Center Master Plan and Related Survey

 

Follow-up

Staff will work with Councilmember Blazak to form an Ad-Hoc Committee to look at the feasibility of a proposed community recreation center bond.

 

Update and Discussion of a Contract with King County to Continue Basin Stewardship Services for the City of Burien

 

Direction/Action

Councilmembers agreed to place the contract on the March 3 Consent Agenda for action.

 

 

Council Review of Proposed Council Agenda Schedule

 

Follow-up

Staff will schedule the following: updates on the Senior Lunch Program, and LID program; discussions on Martin Luther King Day celebration, and Sustainability; and, presentations on the King County Solid Waste Division’s Comprehensive Plan Process, and a presentation by the International Council for Local Environmental Initiatives (ICLEI).

 

COUNCIL REPORTS

 

Councilmember Krakowiak noted the upcoming Suburban Cities Association Youth Conference, Clean Sweep, and Hazardous Waste Collection events.

 

Councilmember Blazak reported on the Cedarhurst Elementary School Open House, and the South County Area Transportation Board (SCATBd) meeting.

 

Councilmember Shaw reported on the Shoreline Transfer Station Open House, which both he and Mayor McGilton attended.
