CALL TO ORDER

 

Mayor McGilton called the Special Meeting of the Burien City Council to order at 5:00 p.m.

 

ROLL CALL

 

Present: Mayor Joan McGilton, Deputy Mayor Rose Clark, Councilmembers Sue Blazak, Kathy Keene, and Lucy Krakowiak.  Councilmembers Sally Nelson and Gordon Shaw were excused.

 

Administrative staff present: Mike Martin, City Manager; Christopher Bacha, Interim City Attorney; Kathy Wetherby, Office Assistant; Jennifer Ramirez Robson, Management Analyst; and Monica Lusk, City Clerk.

 

DISCUSSION ITEM

 

Discussion on Potential Annexation Area.

 

Direction/Action

Councilmembers agreed that the City Manager and Mayor would discuss the following at the February 21 meeting in Olympia with Representatives Bob Hasegawa, Eileen Cody, Sharon Nelson and Zack Hudgins, and the city of Seattle: Council is generally in favor of using King County Alternative Dispute Resolution as a deliberative body in order to reach a settlement with Seattle and other jurisdictions; it is important that future discussions include representatives from the North Highline Unincorporated Area and other jurisdictions that are involved; the funding portion is only one part of the issue and it is important to other legislative districts besides the 11th and 34th, consideration should be given on how our near neighbors are affected; would the city of Seattle consider a partial annexation; clarify that two different forms of government are involved; and, discuss the impacts to Burien under full annexation, partial annexation and no annexation scenarios.  

 

Cherisse Luxa, 2102 SW 149th Street

Ms. Luxa asked the Council to relay to the legislatures that the special purpose districts provide services in Burien; and, that State law allows the annexing city to take over those districts without input from the ratepayers no input.

 

Rebecca Wells, resident of North Highline Unincorporated Area

Ms. Wells thanked the Council for seeing the need to include all affected parties in the discussions. 

 

Russ Pritchard, 14510 4th Court

Mr. Pritchard echoed Ms. Wells’ statement.

 

Liz Giba, Vice-President of North Highline Unincorporated Council

Ms. Giba echosed Ms. Wells’ statement.

 

Toni Lysen, 12864 Shorecrest Dr SW

Ms. Lysen urged the Council to request that all affected parties be included in the discussions.
