SPECIAL MEETING

 

Mayor McGilton called the Special Meeting of the Burien City Council to order at 6:05 p.m. for the purpose of discussing litigation per RCW 42.30.110(1i) and a personnel matter per RCW 42.30.110(1g).

 

Present: Mayor Joan McGilton, Deputy Mayor Rose Clark, Councilmembers Sue Blazak, Kathy Keene, Lucy Krakowiak, Sally Nelson and Gordon Shaw.  

 

Administrative staff present: Mike Martin, City Manager; and, Kari Sand, Kenyon Law Firm.

CALL TO ORDER

 

Mayor McGilton called the Study Session of the Burien City Council to order at 7:02 p.m.

Present: Mayor Joan McGilton, Deputy Mayor Rose Clark, Councilmembers Sue Blazak, Kathy Keene, Lucy Krakowiak, Sally Nelson and Gordon Shaw.

ANNOUNCEMENTS/PRESENTATIONS

 

Presentation of the 2007 Annual Report by Nancy Damon, President, Southwest King County Chamber of Commerce

 

Nancy Damon, President of the Southwest King County Chamber of Commerce, highlighted activities that were completed in 2007, which included the coordination of the City’s 4th of July Parade, a redesign of their website; and presented a Candidate’s Forum for the City Council and the Highline School Board in partnership with the League of Women Voters.

Motion was made by Deputy Mayor Clark, seconded by Councilmember Nelson to Affirm the February 11, 2008, Agenda with the addition of New Discussion Item “b” and Renumbering Items “b” and “c” to “c” and “d” with “b” to read as follows:  Discussion of and Possible Motion to Authorize the City Manager to Take the Necessary Steps to Withdraw the Appeal in the Matter of Lane vs. Burien et al Case # 80204-1 Now Pending in the Washington Supreme Court.  Motion passed 6-1, Opposed, Councilmember Shaw.

 

Motion by Councilmember Krakowiak, second by Councilmember Blazak, and passed unanimously to move Consent Agenda Item 7 “b” Motion to Authorize the City Manager to Execute a Contract with Johansen Excavating Inc. for the Construction Phase of the Ambaum Boulevard SW and SW/South 156th Street Corridor Safety Improvements Project to Discussion Items 8 “e” for the Purpose of Discussion.

Motion was made by Deputy Mayor Clark, seconded by Councilmember Nelson, and passed unanimously to Approve the February 11, 2008, Consent Agenda as amended Under Agenda Confirmation to Move Consent Agenda Item “b” to Discussion Items “e.”

 

DISCUSSION ITEMS

 

City Manager's Report

 

Mike Martin, City Manager, noted the following:

·        Rick Atkinson, Development Inspector, is a new employee in the Public Works Department

·        A Public Works employee, Ramesh Davad, became a new U.S. Citizen

·        IT is considering a wireless connection that will allow the inspectors to connect to the permit tracking software while in the field

·        Carolyn Towle has been selected for the Leadership Mentoring Pilot Program

·        Leadership Team will be attending an annual retreat on Friday, February 15, to work on the Council’s work plan, and performance measures

·        A meeting on February 12 has been scheduled with Tim Ceis, Deputy Mayor of Seattle, to talk about the bill Seattle is advancing that would give Seattle a portion of the sales tax increment that currently does not extend to cities over 400,000 in population.

 

Direction/Action

A majority of the Council agreed not to schedule citizens’ comment at this meeting in accordance with the Council’s policies and procedures.

 

Follow-up

Staff will provide an update in the City Manager’s Report on the status of the Senior Services of Seattle-King County meal program in the City; provide the deadline in which citizens can submit applications to both the Planning Commission and Parks Board; and, schedule an update on the City Hall/Library.

 

Discussion of and Possible Motion to Authorize the City Manage to Take the Necessary Steps to Withdraw the Appeal in the Matter of Lane vs. Burien et al Case # 80204-1 Now Pending in the Washington Supreme Court.

 

Direction/Action

Motion by Deputy Mayor Clark, second by Councilmember Nelson to Authorize the City Manager to Take the Necessary Steps to Withdraw the Appeal in the Matter of Lane vs. Burien et al Case No. 80204-1 Now Pending in the Washington Supreme Court.  Motion passed 6-1, Opposed, Councilmember Shaw.

 

Review of Hearing Examiner’s Findings, Conclusions and Recommendation on the Proposed Feeney Subdivision (806 SW 132nd St)

 

Mr. Bacha explained the quasi-judicial process.  Each Councilmember responded that they had no personal or financial interest in the project nor have they had ex-parte contacts with proponents or opponents of the project.  

 


Direction/Action

Councilmembers requested that Resolution No. 274, regarding the Feeney Preliminary Subdivision be placed on the February 25 Consent Agenda.

 

Discussion on Community Survey

 

Follow-up

Staff will post the survey information on the City’s website, work on how citizen’s concerns are addressed, and provide a comparison of our City’s performance to other cities.

COUNCIL REPORTS

 

Mayor McGilton noted that the grand opening of the Cedarhurst Elementary School, 611 South 132nd Street, will be on February 21 at 5:30 p.m. 

 

Mayor McGilton stated the King County Solid Waste Disposal’s comprehensive plan process will be reviewed by year end.  Also to be reviewed will be the enforcement and tracking of illegal dumping in the county.
