SPECIAL MEETING
Mayor McGilton called the Special Meeting of the Burien City Council to order at 6:35 p.m. for the purpose of holding an Executive Session to discuss litigation per RCW 42.30.110(1i) and a personnel matter per RCW 42.30.110(1g).
Present: Mayor Joan McGilton, Deputy Mayor Rose Clark, Councilmembers Sue Blazak, Kathy Keene, Lucy Krakowiak, Sally Nelson and Gordon Shaw.
Administrative staff present: Mike Martin, City Manager.

CALL TO ORDER
Mayor McGilton called the Regular Meeting of the Burien City Council to order at 7:00 p.m.
PLEDGE OF ALLEGIANCE
Mayor McGilton led the Pledge of Allegiance.
ROLL CALL
Present: Mayor Joan McGilton, Deputy Mayor Rose Clark, Councilmembers Sue Blazak, Kathy Keene, Lucy Krakowiak, Sally Nelson and Gordon Shaw.
Administrative staff present: Mike Martin, City Manager; Michael Lafreniere, Parks and Recreation Director; Scott Thomas, Parks Acquisition and Development Planner; Debbie Zemke, Recreation Manager; and Monica Lusk, City Clerk.
ANNOUNCEMENTS / PRESENTATIONS
Presentation on Community Recreation Center Master Plan and Related Survey
Michael Lafreniere, Parks and Recreation Director, introduced the architect and facility program consultant, Jim Kalvelage, Opsis Architecture, and Karon Badalamenti, GreenPlay, Inc., who presented the outcomes of the design process, site plan, concept plans, construction options and cost estimates, business plan and pro-forma, and reviewed the results of the community survey.

Direction/Action
Motion was made by Deputy Mayor Clark, seconded by Councilmember Nelson, and passed unanimously to affirm the February 4, 2008, Agenda.
CITIZENS' COMMENTS
Barbara Reamer, 16712 21st Avenue SW
Ms. Reamer supported the statements made previously on the community recreation center. She urged the City to consider a cultural arts center. She noted the storage concerns of the Burien Little Theatre.
The following persons spoke in support of Lyndon LaRouche’s proposed legislation The Homeowners and Bank Protection Act:

Mr. DelVinto suggested that the Council support the creation of a symphony orchestra in Burien.
Miles Parrish, 459 SW 144th Street
Mr. Parrish voiced his concern of not knowing what will happen to his property that is located west of the community center. He noted that the parking stalls for the proposed community recreation center are on his driveway.

Motion was made by Deputy Mayor Clark, seconded by Councilmember Nelson to approve the Consent Agenda. Motion carried 6-1, Councilmember Shaw opposed.
BUSINESS AGENDA
City Manager’s Report
Mike Martin, City Manager, noted the following:
· Radios for use during emergencies were installed in the Public Works & Building Department trucks with base radios in each department
· Town Square Streets/4th Avenue SW Improvement bids came in significantly lower than the engineer’s estimate
· Empty Bowls event was a huge success
· Staff met with Kennedy High School and Seattle City Light (SCL) representatives to discuss the 4 ½ acre SCL property adjacent to Kennedy on South 136th Street
Mayor McGilton commended Councilmember Nelson on her appointment as vice chair of the National League of Cities’ Public Safety & Crime Prevention Policy and Advocacy Committee (PSCP).
Motion to Authorize the City Manager to Execute an Interlocal Cooperation Agreement and Guidelines with King County for the Regional Affordable Housing Program (RAHP)
Direction/Action
Motion was made by Deputy Mayor Clark, seconded by Councilmember Nelson, to Authorize the City Manager to Execute the Interlocal Cooperation Agreement and Guidelines for the Regional Affordable Housing Program (RAHP). Motion carried 6-1, Councilmember Shaw opposed.
Follow-up
Staff will provide the location of the Burien Heights Residence Project that received funding in 2007.
COUNCIL REPORTS
Councilmember Keene attended the brilliant Seike Garden presentation that was held on February 2.
Mayor McGilton announced the Puyallup Watershed Low Impact Development Workshop for Elected Officials that will be held on February 14 at the Sumner City Hall, and the Built Green Conference scheduled for March 13 and 14 at the Washington State Convention and Trade Center that is sponsored in part by The Master Builders Association.
