SPECIAL MEETING
Mayor McGilton called the Special Meeting of the Burien City Council to order at 6:30 p.m. for the purpose of discussing a personnel matter per RCW 42.30.110(lg).
Present: Mayor Joan McGilton, Deputy Mayor Rose Clark, Councilmembers Sue Blazak, Jack Block, Jr., Lucy Krakowiak, and Sally Nelson. Councilmember Gordon Shaw was excused.
Administrative staff present: Mike Martin, City Manager.

CALL TO ORDER
Mayor McGilton called the Study Session of the Burien City Council to order at 7:01 p.m.
PLEDGE OF ALLEGIANCE
Mayor McGilton led the Pledge of Allegiance.
ROLL CALL
Present: Mayor Joan McGilton, Deputy Mayor Rose Clark, Councilmembers Sue Blazak, Jack Block, Jr., Lucy Krakowiak, and Sally Nelson. Councilmember Gordon Shaw was excused.
Administrative staff present: Mike Martin, City Manager; Christopher Bacha, Interim City Attorney; Scott Hardin, Finance Director; Lori Fleming, Management Analyst; Dan Bath, Project Manager/Engineer - Surface Water Management; and, Monica Lusk, City Clerk.
ANNOUNCEMENTS
Presentation by Jack Bermingham on Highline Community College
Jack Bermingham, Interim President for Highline Community College, reviewed the college’s history in Burien noting that they were the founding member of the South King County Economic Development Initiative (SKCEDI). The demographics were reviewed. Some of the recent recognitions received by the college were Achieving the Dream; Center of Excellence for International Trade, Transportation and Logistics; and Summit Public Diplomacy. The college’s promotion of economic development was noted.

Direction/Action
Motion was made by Deputy Mayor Clark, seconded by Councilmember Nelson, and passed unanimously to confirm the December 10, 2007 Agenda.
City Manager's Report
City Manager Mike Martin noted the following from his report:
· Staff met with various people in Olympia on November 28 regarding a Subsidized Housing Program for teachers in the Highline School District
· Deputy Mayor Clark, Councilmember Shaw and staff attended the Highline Forum Meeting on November 27 where transportation was discussed
· Mayor McGilton, Deputy Mayor Clark and staff visited with Congressman Smith’s staff on November 26 where Town Square development and potential 2008 Federal requests were discussed
· Progress is being made on the 4th Avenue SW Sidewalks Project
Councilmember Krakowiak noted that the City will consider applications in January 2008 for an advisory committee that will provide direction and input in the preparation of a revised Shoreline Master Program Update.
Discussion on Motion to Approve Arts Commission Recommendation for 2008 Arts & Culture Funding
Direction/Action
Motion was made by Deputy Mayor Clark, seconded by Councilmember Nelson to approve the Arts Commission recommendation for 2008 Arts & Culture funding. No vote was taken on the motion.

Councilmembers reached consensus to place the approval of the Arts Commission recommendation for 2008 Arts & Culture Funding on the December 17, 2007, Consent Agenda.
Discussion and Update on SW 165th Street Low Impact Development (LID) Project.
Direction/Action
Councilmembers agreed with staff’s recommendation to terminate the proposed LID project based on the lack of support by the adjacent property owners.
Follow-up
Staff will continue to work to identify and evaluate cost-effective options to address the backyard drainage issues in the general area of SW 165th Street; high-priority LID locations will be identified and evaluated; and, a process and criteria will be established to guide the development of future SEA Street-type LID projects in the City.
Discussion on Amending Burien Municipal Code 6.05.300 Relating to Vicious Animals
Direction/Action
Councilmembers reached consensus to place approval of amending the Burien Municipal Code 6.05.300, relating to vicious animals on the December 17, 2007, Consent Agenda.
COUNCIL REPORTS
Councilmember Krakowiak reported that she was chosen as a representative of South County cities on the Suburban Cities Association (SCA) Board of Directors.
Councilmember Krakowiak stated she attended the Association of Washington Cities (AWC) Housing Advisory Committee where discussions continued on housing options to take to the legislature.
Mayor McGilton attended a reception for Shared Salmon Strategy, which was the nonprofit group that was funded to bring together all the salmon habitat plans for the 14 watershed districts, which has been disbanded and will now fall under the Puget Sound Partnership.
Mayor McGilton stated she attended an Emergency Communications Seminar with Deputy Mayor Clark and will prepare a summary of the meeting and present it to Mr. Martin with suggestions for potential Council action.
