SPECIAL MEETING
Mayor McGilton called the Special Meeting of the Burien City Council to order at 6:00 p.m. for the purpose of holding an Executive Session to discuss litigation per RCW 42.30.110(1i).
Present: Mayor Joan McGilton, Deputy Mayor Rose Clark, Councilmembers Sue Blazak, Jack Block, Jr., Lucy Krakowiak, and Sally Nelson. Councilmember Gordon Shaw was excused.
Administrative staff present: Mike Martin, City Manager.

CALL TO ORDER
Mayor McGilton called the Study Session of the Burien City Council to order at 7:00 p.m.

Mayor McGilton led the Pledge of Allegiance.

Present: Mayor Joan McGilton, Deputy Mayor Rose Clark, Councilmembers Sue Blazak, Jack Block, Jr., Lucy Krakowiak, and Sally Nelson. Councilmember Gordon Shaw was excused.

AGENDA CONFIRMATION
City Manager Mike Martin requested removal of Business Agenda Item 7 “b” Resolution of the Lora Lake Apartment Dispute.
Direction/Action
Motion was made by Deputy Mayor Clark, seconded by Councilmember Nelson, and passed unanimously to affirm the October 22, 2007, Agenda as amended to remove Business Item 7 “b” Resolution of the Lora Lake Apartment Dispute.
City Manager’s Report
City Manager Mike Martin noted the following from his report:
· Miller Creek Stream restoration event, October 27
· Update on mybuildingpermit.com
· Community Recreation Center Master Plan survey planned
· Public Works projects updates including the Shorewood Drive project
· Third quarterly report of the Community Development Department

DISCUSSION ITEMS
2008 Preliminary Budget – Budget Enhancements
Direction/Action
For the proposed 2008 Budget Enhancements, Councilmembers chose to fund the following:
· Environmental Science Center operational support, $10,000
· Graffiti removal services, $8,600
· RCAA support for airport-related environmental concerns, $10,000
· Banners on Des Moines Memorial Drive, $2,200
· Burien Arts Association, $10,000
· Diversity Outreach, $10,000
· Seed money for community initiatives; incubator funding, $8,000
· Continue current funding for the Bicycle and Pedestrian Plan
Deputy Mayor Clark and Councilmembers Blazak and Nelson supported discussions on sports fields in the east side of Burien in 2008.
Councilmembers agreed to add the Human Services Center to the 2008 work program.
Councilmember Block left the dais at 7:58 p.m. and returned at 7:59 p.m.
For the proposed 2008 City Manager’s Enhancements, Councilmembers chose to fund the following:
· Overhaul the City’s public website and develop an intranet site, $75,000
· Web-based video streaming technology, $25,000
· Renovate north and south soccer fields, $12,800
· Replace double doors at south end of Parks building, $5,600
· Provide seasonal parks security patrols June through September, $5,000
· Provide 5 breakaway baseball bases, $1,800
· Join the ICLEI-CCP (Cities for Climate Protection), $600
· Add 1.0 FTE Public Works project inspector for $72,000, with corresponding reduction in professional services budget, $0
Follow-up
Staff will:
· Confirm that Bicycle and Pedestrian Plan funding is included in the Parks Plan
· Verify funding needs for the Highline Botanical Garden with the city of SeaTac
· Provide further information on Health benefits for eligible City Councilmembers, including VEBA accounts
Discussion on 2007 Comprehensive Plan Text and Map Amendments
Direction/Action
Councilmembers discussed Text Amendment 2007-6 Special Planning Area 4, referred it to the Planning Commission for further review, and requested three language options from staff for future Council consideration.
Follow-up
Staff will invite the Business and Economic Development Partnership to the November 5 public hearing on the 2008 Preliminary Budget.
Discussion of Potential Revisions to 2008 Legislative Priorities
Direction/Action
Councilmembers discussed a possible response to a potential bill on funding for annexation.
Councilmembers also discussed possibly seeking funding for freeway ramps to/from Des Moines Memorial Drive and SR 518. Staff will confer with the City’s lobbyist, due to concerns over potential funding conflicts with the SR509/518 Interchange Flyover Ramp priority.
COUNCIL REPORTS
Councilmember Blazak reported on the South County Area Transportation Board (SCATBd) meeting that she and Councilmember Krakowiak attended.
Councilmember Blazak noted that she and Mayor McGilton discussed the proposed low-impact development project in Gregory Heights with citizens in the area.
Councilmember Krakowiak reported on the AWC Housing Advisory Board meeting she attended.
Councilmember Nelson noted that she and Deputy Mayor Clark attended the Association of Washington Cities update on legislative priorities for next season.
Mayor McGilton reported on the Business and Economic Development Partnership retreat held on October 19.
