CALL TO ORDER
Mayor McGilton called the Regular Meeting of the Burien City Council to order at 7:00 p.m.
PLEDGE OF ALLEGIANCE
Mayor McGilton led the Pledge of Allegiance.
ROLL CALL
Present: Mayor Joan McGilton, Deputy Mayor Rose Clark, Councilmembers Sue Blazak, Jack Block, Jr., Lucy Krakowiak, Sally Nelson and Gordon Shaw.
Administrative staff present: Mike Martin, City Manager; Christopher Bacha, Interim City Attorney; Richard Loman, Economic Development Manager; Lisa Clausen, Government Relations Specialist; Scott Hardin, Finance and Administrative Services Director; Stephen Clark, Public Works Director; and Monica Lusk, City Clerk.
Direction/Action
Motion was made by Councilmember Krakowiak, seconded by Councilmember Blazak, and passed unanimously to move Announcements/Presentations Item 4 “a” Update on City Hall to Business Agenda Item 9 “b” before the City Manager’s Report.

Update on City Hall/King County Library Project
The update was moved to Business Agenda Item 9 “b.”
Update on Gang Activity by Deputy Aaron Thompson
Sergeant Henry McLauchlan introduced Deputy Aaron Thompson.
Deputy Thompson reviewed typical gang crimes that have occurred in Burien and / or White Center; why and how people join gangs; and types of gang members. It was noted that 63 separate and distinct gangs were contacted last year. He noted that the King County Sherriff’s Office responds to gangs by the following programs: Burien Set (Special Emphasis Team); Neighborhood Corrections Initiative (NCI); Violent Crimes Task Force; and King County Regional Intelligence Group (KCRIG).
Follow-up
Staff will provide Council regular updates on gang activity in the City.

Direction/Action
Motion was made by Deputy Mayor Clark, seconded by Councilmember Nelson, and passed unanimously to affirm the August 6, 2007, Agenda with the substitution of / addition of Revised Ordinance No. 472 for discussion to Business Agenda Item 9 “e” and move Announcements/Presentations Item 4 “a” to Business Agenda Item 9 “b”.

Mr. Seale stated that the Burke and Associates program is flawed. It omits the capital budget. All prior data consistently indicate that annexation has the greatest impact to Burien. HB 1139 allowed for Burien not to annex and receive funding. If the Council is concerned about doing the right thing for Burien and North Highline, they should simultaneously withdraw the annexation proposal.
Steve Mansour, 1033 SW 148th St., #3
Mr. Mansour mentioned that the Metro bus stop for Routes 133 and 120 is filthy on a regular basis. He noted that SW 148th Street and Ambaum is the noisiest part of city. He requested a resolution on noise in city. He asked what jurisdiction the city has over the Safeway parking lot.
He encouraged the Council to save the Lora Lake Apartments, and felt the apartments could include an artist component that would produce jobs and training.

Motion was made by Deputy Mayor Clark, seconded by Councilmember Nelson, and passed unanimously to approve the August 6, 2007, Consent Agenda.
BUSINESS AGENDA
Public Hearing on the Revenue Sources and Expenditures for the 2008 Preliminary Budget
Scott Hardin, Finance and Administrative Services Director, gave a brief review of the 2008 Preliminary Budget.
Mayor McGilton opened the public hearing.
There being no testimony, Mayor McGilton closed the public hearing.
Update on City Hall/King County Library Project.
Direction/Action
Deputy Mayor Clark, and Councilmembers Blazak, Block and Krakowiak requested a modification in the design to include open doors to the park in the multipurpose room without an increase in costs. Councilmember Krakowiak suggested the wall be interactive with art.
Councilmember Blazak left the dais at 8:51 p.m. and returned at 8:53 p.m.
Councilmember Block left the dais at 8:52 p.m. and returned at 8:53 p.m.
Follow-up
The architects will provide a modification to the multipurpose room design to include doors that would open onto the park without an increase in costs.

Discussion on Motion to Adopt Ordinance No. 472 Authorizing the Use of Automated Cameras to Detect Stoplight Infractions and Setting the Monetary Penalty for Such Infractions
Direction/Action
Councilmembers concurred to place the adoption of Ordinance No. 472 on the August 20, 2007, Business Agenda.
