City Manager’s Report: Gary Long
· Report on Highline Forum – Update on SR 518 and 509; Port and City to lobby legislature on funding package that is in legislature right now. East end of 518 funding is moving forward; The Forum is a place that legislators can check in for information; Sound Transit will decide in next 60 days what steps are next on the connection to East-end cities. Needs to be a future agenda item.
· Three Million dollars in capital budget is in legislature. Session now – this and other projects are high on the agenda.
· Transit Center – working with the engineering company. Now have a mock-up on the changes. BEDP needs to be involved.
· Development agreements being reviewed in Executive Session next Monday. After becoming public, BEDP should review.
Questions & Answers:
· Mark Minium: Status of Rootys? Answer: To be bought out by King County.
· Doug Moreland : Question on funding this session? Answer: There is significant support from both houses.
· Doug Moreland: Sales Tax bill; it’s on the radar screen; 20% probability is a 13 year mitigation proposal. “Loser cities will have 13 years to phase changes.”
Discussion SBDC and SCORE – Zev Seigel / Harvey Aulgur
Copy of client report presented to each member (attached). March had a huge turnover in clients; it is a publicly funded service for small business counseling; affiliated with Highline College; works with Burien and other cities; retailers interested in opening stores in Burien – contacts on the up-swing.
Example – Pet store in Burien. Owners are Kevin and Shaun. Wasn’t bankable to the degree he was needing to be bankable; received an SBA guaranteed loan through SBDC.
Website optimization program. Helps to increase number of hits. Makes sites more visible to Google, Yahoo and others.
Clients come from Zev’s work out of the office in the community; Chamber of Commerce, and bankers. Getting referrals; business broker; calls from out of the area get referred to the nearest office. People that need training get referred to the available courses.
Highline Community College’s new building near 240th – 200 people will be in there including Zev. It will have an extra office for SCORE counselors and other volunteers to use.
Dick asked about how clients are selected – Zev: needs to work with people that are a little more ready, due to limited resources.
Harvey asked about “returns” new jobs, new investment, new loans, new equity investments, etc. Isn’t there any support for start ups? Esp: Women, minorities, immigrants. Did give some assistance to an applicant for “micro loan.” Time is limited for others.
Harvey talked about SCORE: Has circuit riders that visit other towns in rural areas. Meet in local libraries. Free services. No limit on how many times a client comes in. Can have an hour of counselor’s time. They have 100 counselors. All day seminars at low cost. They have guest speakers on topics such as business plans, how to make a loan, management, etc. Part of service is to advise clients what they are up against. They have an internet session second to none.
Gary: We need to reach out more to minority community, need discussion. The E3 program will help, according to Dick Loman.
NEST Implementations – Clare Gallagher / David Johanson
Tina Bush will be Port’s staff lead. City and the Port are now in a cooperative mode.
Clare explained the status of available property; City and Port focusing on Lora Lake area. Need to sort out each player’s authority. Efforts in collaboration are going well. Working on development agreement as to standards, uses, etc. Will eventually get to a marketing program.
Mobile home park is in transition with residents still moving out.
Small 3 acre triangle near Occupational Skill Center in south Burien– has some developer interest. Part is studying possibility of marketing this property.
David Johanson has been meeting with the Port for a number of months to learn each others processes. Working a “Planned Action Ordinance” – a supplemental environmental review process to simplify process and eliminate work that has already been done. Also working with FAA to help speed the process of development.
There is a proposal for a rental car facility already in process.
Yellow parcels on map are targeted by Port.
The land assembly is a difficult process; Gary Long reported there are additional mitigation tools from the State. Need to provide real estate support services for owners that are now in the area.
Question from Gary to the Port; Who will control various properties? Clare – Port is starting from a position of “buy and hold.” Gary reminds Port that property should have significant employment.
Doug Moreland - How long is 156th going to be closed? Answer: Late fall 2005, possibility October. This has been a safety hazard for trucking contractor. Need landscaping, storm water work, etc. Talk to City of SeaTac to speed it up.
Identify Effective Program to Replace Jobs Lost by ESD Move – Doug Moreland
Kevin talked about an article in South County Business news.
Doug said the community needs to be sensitized about not losing any more.
Gary – made a public records request for details on Black River in Renton. It confirmed our analysis. Library and City are negotiating for the ESD property.
Harvey - SCORE and SBA are looking for a site. Perhaps the ATT site would be available. Doug, what should be done now? Dan Rosenfeld - There will be hundreds of people during the construction period of 4 or 5 years.
Jim Hughes, Sal’s Deli, is expecting a 25% drop off in business because of ESD. Thinks we need to sell our location.
Doug - Requesting a strategy. Dave Elliott - Go after companies that need training facilities. Harvey suggested contacting the Visitors Bureau.
Kevin - Add to next agenda for further in-depth study. Members think about action items
Gary - Medical offices – alert hospital. Lots of requests for 10,000 sq ft. Doug - Partner with hospital to find out their requirements.

Harvey Aulgur - Time on 152nd was too long.
Nancy Damon - Bio Tech Conference – need drug manufacturer space. Need to keep it in close-in areas. Will attend development conference. Today is the Chamber luncheon, Adam Smith is the speaker. Gary said we need to thank Adam Smith for his support.
Doug Moreland - Talk to City of SeaTac about 156th closure. Need to talk to businesses early on when we get a hint of leaving.
Ryan Warnes - First Avenue project coming along. Right- of-Way letter to property owners needs further explanation. Debra is revising letter and there will be open houses and hand delivered letters. We are getting bids on hooking up. Seems to be wide range of costs.
Mark Minium – Mark will miss next meeting.
Rick Cosgrave - Will miss next meeting.
Jim Hughes - Will network on new business. All should.
Dan Rosenfeld – Regarding the housing market; Urban Partners expect to reveal the plans for residential in next two weeks.
