MEETING MINUTES

Call to Order:  Meeting opened at 7:00 a.m. by Chair Dean Parkins

 

Minutes:  David Elliott moved to approve the minutes; Barbara Blackshear-Haley seconded the motion.  Motion passed and minutes were approved.

 

Chair’s Report:  Dean Parkins

 

Dean reminded the members, whose term will be expiring, to be sure to get their applications to Monica Lusk.  Kris Jensen advised because of work and family he would not be renewing his membership.

 

City Manager’s ReportGary Long

 

Town Square – the City Council approved the conceptual design for the public space and the revised site map.  The City is continuing to work with ESD, Meal Makers and Bartells.  The City made a presentation to the ESD Board last Wednesday, January 19.  Gary’s feeling is that ESD will probably move to Renton.  David Cline is working with the library and cinema people.

 

On the NE Planning (redevelopment) area the Port of Seattle and the City are working through issues.  The FAA recently took a different position; 800 feet in the center of the transition zone will have no development if the FAA prevails.  Mark Reis, Managing Director of Sea-Tac Airport, will be meeting with the FAA trying to persuade them to revise their position back to what they represented to the Port and City during the land use planning discussions on NERA.

 

The Highline Forum met yesterday, January 27.  This forum will be a communications problem solving vehicle.  The discussions covered infrastructure, economic development and education.  This forum will be meeting regularly.

 

The City held a joint community meeting on January 20 at the Cascade Middle School with the North Highline Council to discuss annexation.

 

Discover Burien Report – Debra George

 

Debra distributed the January and February newsletter.

 

Discover Burien is still looking for auction items for the Annual Dinner / Silent Auction being held on March 5, 2005 at the Elks Club.

 

The 2005 events calendar is at the printer and will be ready soon for distribution.

 

North Highline Annexation– Wendell Norwood

 

Wendell Norwood, owner of Wendy’s Coins in Old Burien, and a long time resident of the North Highline area, talked about his experience in North Highline over the years.  He pointed out that he originally moved to North Highline because of the fine reputation of the Highline School system and that Highline is making a substantial investment in existing schools with Mount View Elementary currently under construction; the new White Center School and the new community center in White Center.

 

Wendell said that he felt North Highline had much more in common with Burien than Seattle and that the areas should not be “cherry picked”.  He also mentioned that the County has been effective in attracting substantial grants from both public and private sources.

 

General Annexation Discussion – Doug Moreland

 

Doug reported a voluntary group met on January 21, consisting of himself, Dean Parkins, Bob Ewing, Harvey Aulgur, and Kevin Fitz, to discuss recommendations to the City Council.  Doug felt a BEDP sub-committee should be formed and be authorized to have access to Scott Greenberg and the consultant to answer any questions the committee may have.  Ryan Warnes moved to form a sub-committee to study the December 2004 draft North Highline Annexation Report; David Elliott seconded.  Motion passed.  The committee will be meeting on February 4 and 18 at 7:00 a.m. in the City Manager’s Conference Room at City Hall.  The members are Kevin Fitz, Harvey Aulgur, David Elliott, Doug Moreland, John Roberts, Bob Ewing, Kris Jensen and Mark Minium.

 

The question was asked of Scott Greenberg “what happens after the March 1 deadline”?  Scott said the City will look at the comments and add to the report as necessary and get the answers.

 

2005 Work Program – Dick Loman

 

There was a change on the 2005 BEDP Work Program Priorities list.  The School District Partnership was changed to the number one priority and the First Ave South LID was changed to First Ave South Construction Project/Communications / Burien Entry Improvements.  The final BEDP 2005 Work Program was distributed to all members.

 

Round the Table:

 

Barbara Blackshear-Haley – Highline will be selecting a new superintendent July 1.  The final group of applicants will be selected in February/March.  There will be a public process and a responder panel. 

 

There will be four elementary schools closing: Sunny ValeSunnydale; Salmon Creek; Valley View and Olympic.  New boundary recommendations will go to the board February 9.  By law there has to be a presentation to the board to show all the potential uses of the buildings.

 

Schools scheduled for new construction in 2007 are Cedarhurst and Bow Lake.

 

Mark Minium – Came to City Hall recently on business.  Found the City Staff positive and efficient.

 

Harvey Aulgur – Recently had a windshield damaged on the freeway.  The construction company is taking care of it and Harvey thanked Clare Gallagher, Port of Seattle, for her assistance with this.

 

Doug Moreland – On the annexation, Doug agreed with Wendell Norwood’s comments referring to the area getting cherry picked.  He feels as the members work as an Economic Development Partnership we need to go through this without emotion.  We need to do the right thing, be careful and do a critical analysis of the economics.
