MEETING MINUTES

Call to Order:  Meeting opened at 7:00 a.m. by Chair Dean Parkins

 

Minutes:   Minutes were changed to reflect that Bob Ewing had asked the question if there was a option of Burien de-annexing, not Doug Moreland, and Doug Moreland’s comment was changed from “that will affect the City for several years”  to 20 + years.  John Roberts moved to approve the minutes as corrected; Debra George seconded the motion.  Minutes were approved.

 

It was also brought to Chair Dean Parkins’ attention that the minutes for the special meeting held on October 29, 2004 had not been approved.  John Roberts moved to approve the minutes; David Elliott seconded the motion. Minutes were approved.

 

Chair’s Report:  Dean Parkins

 

Dean reminded everyone to get their application is as soon as possible to renew their membership on the Partnership.

Dean introduced Jim Hughes, Sal’s Deli, who has submitted his application for a possible opening on the Partnership.

 

Dean asked for volunteers to attend City Council meetings.  Mark Minium volunteered for the January meetings and Nancy Damon will cover February.

 

City Manager’s ReportDavid Cline

 

In Gary Long’s absence David Cline reported he had met with Julia Patterson of the Regional Transportation Partnership and discussed the City’s legislative priorities.  The focus was on transportation and airport issues as well as an update on the City’s draft Annexation Report.  Councilmember Patterson invited the City of Burien to participate in the recently formed Regional Transportation Partnership to ensure that Southwest King County would have representation.  The City will send a representative to participate in these discussions.  Nancy Damon advised she attends these meeting for the Chamber.

 

David also attended the monthly meeting of the Trade Development Alliance.  The director discussed his organizations’ mission, which is to promote the greater Seattle area for international trade.  He offered his organization’s services to cities in the area.  David thought this would have economic development opportunities.

 

David distributed a copy of the Town Square Public Space Plan - Preferred Conceptual Design, which was presented at the January 3 Council meeting.  This plan was created after six months of meetings in which Debra George, Kevin Fitz and the Parks Board took part.  The current design of Town Square public space is approximately an acre with a large performance space for an estimated 500 people.  City Council may review and adopt this plan on January 24 or move it to February 7.

 

The process of selecting an architect is beginning for the joint Library/City Hall building.

 

John Roberts asked if any decision had been made as to what will take PSED’s place.  David Cline replied that PSED is still doing their due diligence and there has been no final decision by them to leave Burien.

 

Discover Burien Report – Debra George

 

March 5 is the Silent Auction/Dinner being held at the Elks Lodge.  Debra reported Discover Burien is still looking for auction items.

 

The 2005 events calendar has gone to press.

 

2005 Clean Sweep – Dick Loman / Debra George

 

Clean Sweep will be the last Saturday of April, which is April 30.  Would like to get BEDP more involved and this year would like to extend Clean Sweep into the neighborhoods to include churches, schools, etc.  Need to get information out and make more of an effort to promote Clean Sweep.

 

Debra George reported Discover Burien will be teaming up with “I Love Burien” team. Program will have games for the kids and other activities.  Mark Minium volunteered a forklift, golf cart and trash cans.

 

North Highline Annexation Study – Scott Greenberg

 

Scott Greenberg supplied the Partnership with a copy of the Review Draft of the North Highline Annexation Report.  Scott said the review draft does not contain recommendations on whether or not Burien should annex the North Highline area.  It is an analysis of data and information, designed to identify the fiscal impacts of annexation to the City of Burien and identify the legal processes available for an annexation.  What will follow now is:

·        January 20 Community meeting at Cascade Middle School

·        January/February – Discussion of review draft

·        March 1 – Comments due on review draft

·        March/April – Final annexation report issued with recommendations and options.

·        April – July – Additional discussions in community

·        July – Incorporation study issued

 

Scott advised the Partnership that the City Council’s decision will not be made until we know all the answers.

 

Doug Moreland suggested forming a sub-committee to start reviewing the draft and discuss at the upcoming partnership meetings.

 

2005 Work Program – Dean Parkins

 

The 2005 BEDP work program was distributed.  This includes items from all departments in the City that BEDP can be involved in. Number 9 on the list of the BEDP work program goals and priorities was changed to School District Partnership.

 

Dick Loman reported the Phase I of the TOD (moving buses off 4th to Park & Ride), is expected to go out to bid around Thanksgiving with construction beginning the second quarter of 2006.  About 120 parking spaces will be displaced.  The County is looking at various sits to accommodate these autos during construction.

 

Phase II will be the parking garage; looking for money for this Phase.

 

Round the Table:

 

Kevin Fitz – The work program reflects why we are here; advisory to the City Council.  We need to encourage honest and open exchanges; question what is put in front of us; examine questions and analyze issues.  This is not an opportunity always given to us.

 

Bob Ewing – Suggest we spend 10 minutes on priority items and our goals.  Get a little clearer on the items.

 

Dean Parkins – Asked the question “Is there a possibility may have to start extending the meeting?”

 

Mark Minium – Thanked everyone; retail business is up.  December was one of his best months.

 

John Roberts – Communications improving with Police Chief Kimerer and Mike Marrs, Fire Chief; connecting Economic Development and Educational Development – doing it slowly and it is working.

 

Doug Moreland – The review draft of the annexation study is a big undertaking.  Need a thoughtful and critical review of the report at the end of the study period.
