MEETING MINUTES

Date: May 14, 2004

Staff:  Gary Long, City Manager; Dick Loman, Ecomonic Development Manager; Joline Wright, Economic Development Assistant; and David Cline, Assistant to the City Manager.

 

Guests:  Councilmember Lucy Krakowiak; Roy Galusha, Burien Police Department; and Clare Gallagher, Port of Seattle.

 

Call to Order:  Meeting opened at 7:00 a.m. by Chair Dean Parkins.

 

Minutes:   Doug Moreland moved to approve the minutes; David Elliott seconded the motion.  Motion passed and minutes were approved.

 

Community Communications Plan – Henry McLauchlan, Burien Police Department

 

In Henry McLauchlan’s absence Roy Galusha addressed the Partnership and distributed the Education and Time Line for the proposed Verified Response False Alarm Policy.  On June 14 this will go to the Council Study Session and be presented to Council on June 21 for approval.  The city is looking at October 1 for full implementation.


 

Chair’s Report:

 

In past meetings the Partnership had discussed creating a committee to research branding. Dean, Gary Long and Dick Loman met last week to discuss this topic.  There will be no new committees; any subgroups of BEDP would require public disclosure and recordings of these meetings.  David Elliott asked for a clarification, Gary will talk to Lisa Marshall and report at the next meeting.

 

The next scheduled BEDP meeting is Friday before the Memorial Day Holiday.  It was a unanimous vote by the Partnership to cancel the May 28 meeting and meet on the regularly scheduled meeting June 11.

 

City Manager’s Report:  Gary Long

 

On May 24 beginning at 5:30 p.m. there will be a study session with Urban Partners presenting a detailed review of Town Square.  Gary suggested that Partnership members attend this session.  The street grid and other policy concerns will be reviewed.

 

On Monday, May 17, a Council discussion on a proposed contract for a Town Square public space consultant will be held.  Gary asked for a representative from Discover Burien and BEDP to attend.  Debra George will be representing Discover Burien and Kevin Fitz BEDP.

 

Mayor Noel Gibb and Gary Long were in Washington D.C. this week.  The four priorities are:  the SR518 corridor; Senior Center acquisition; Seahurst Seawall repair; and land assembly for NERA.  It is very unclear that there will be any legislation before the November election.

 

The City received an award from the American Public Works Association for the upgrade of SW 152nd Street.

 

A question was raised by Bob Ewing asking if the urban center boundary designated on the zoning map needs to follow the same protocol and takes 6-12 months?  Gary said he would talk to David Johanson.

 

Discover Burien Report – Debra George

 

Opening day for Farmer’s Market was May 13.  The turnout was good with approximately 1,000 people.  Still have a couple of issues to work out, i.e. parking and gravel.

 

New property guide is out with less vacant property; the real estate market is very positive with new businesses coming in.


 

Update on NEST Study – Tom Boydell

 

Tom Boydell, NEST Facilitator/Project Manager for the Puget Sound Regional Council, presented in depth background and the market data obtained so far in the NEST Study.  A draft of the New Economic Strategy Triangle (Airport NEST) Interim Report dated May 2004, along with Tom’s PowerPoint presentation, was distributed.

 

LID Update – Dick Loman

 

The Overlake Christian Church has agreed to sign the LID along with the McDonald Corporation which makes a total of 24% to date.  Gary Long will be talking to Pete Powell (Safeway Plaza), when Mr. Powell returns from vacation.  When Mr. Powell signs the LID this will add 28% and BBC Dodge will be another 7% after their closing on the Chrysler property.

 

Round the Table:

 

Nancy Damon – The Chamber luncheon will be held today, May 14 at the Occupational Skills Center in SeaTac.  Mayor Gibb will be one of the guest speakers.

 

John Roberts – John asked what the timeline was to have the NEST study done.  Dick Loman advised in 90 days.

 

Chad Campbell – Would like to see business license complaints on the next agenda.

 

Bob Ewing – Thought the NEST update was great, but heard Tom Boydell say that Sea-Tac is non-competitive now and may not be in the future without additional expansion room.  Bob thinks this should go to the Puget Sound Regional Council

 

Doug Moreland – Regionally we should take credit for the city receiving the award for SW 152nd Street and appropriate press release created.
