MEETING MINUTES

Date: January 23, 2004

Call to Order:  Meeting opened at 7:00 a.m. by Acting Chair Dean Parkins.

 

Minutes:   David Elliott moved to approve the minutes; Doug Moreland seconded the motion.  Motion passed and minutes were approved.

 

Chair’s Report:

 

Dean reported that the work program committee, which included Gary Long, Dean Parkins, Debra George, Harvey Aulgur, Doug Moreland, and Dick Loman, met on Friday, January 16, and came up with a draft work program for 2004.

 

City Manager’s Report:

 

Dick Loman gave the City Manager’s report in Gary Long’s absence.  Dick reported that on January 20 the city posted a notice to vacate the Juanita Apartments, located at 12311 Ambaum Blvd. SW and 1214 SW 124th St, because of serious building, electrical, health and fire safety problems.  The tenants have been notified that they have until Friday, February 6, to vacate the buildings.  A meeting was held with the tenants last night, January 22, at the Senior Center to introduce them to social agencies that can help.  The two major agencies represented were the Salvation Army who donated $10,000 and New Futures.  Dick advised that any assistance or services that anyone would like to donate could be useful.  Dean Parkins and David Elliott have offered their time to help with financial counseling.  Dick said anyone with trucks and drivers would be a help.  On Monday, January 26, the City Council will also consider a $70,000 contribution for a moving allocation to help the tenants.

 

Dick updated the Partnership on Town Square.  He advised the MOU had been executed before the holidays and Urban Partners has six months to come up with a firm financial proposal.  Urban Partners will be submitting a very preliminary site plan and financial plan probably within the next three weeks.

 

Dick distributed the agenda for the Export Promotion Symposium being held on February 4, at the Doubletree Hotel at 8:00 am – 12:15 pm.

 

Discover Burien Report – Debra George

 

Debra reported that the Team Clean Sweep was approved by City Council and will start on February 2.  This is a group of special needs individuals who will be picking up trash, cleaning up graffiti and returning shopping carts, etc.

 

February 25 is the Discover Burien Awards Dinner / Silent Auction to be held at the Elks Club.

April 24 is the annual Clean Sweep.

 

1st Avenue LID – Dick Loman

 

Dick advised the 1st Avenue SW LID will be handled the same way that SW 152nd Street was.  Dick will be putting together a package for volunteers and he displayed a map of 1st Avenue SW with property owner names and numbers that each volunteer can select to contact.  The Discover Burien volunteers who will be helping with this is: Dave Elliott, Ryan Warnes and Debra George.  So far only one petition had been received.

 

Ryan Warnes said that at the December 12 BEDP meeting the partnership expressed some concerns and questions regarding the 1st Avenue SW LID that Steve Clark was going to answer at the next meeting.  Ryan advised these questions have not been addressed and would like to see this happen before volunteers are out talking to property owners. 

 

SCORE – Dick Loman

 

Dick reported he had visited the SCORE (Service Corps of Retired Executives) office in Seattle and was very impressed with their operation.  Expert counselors are on hand to advise people opening a new business as well as turnaround situations.

 

BEDP Work Program for 2004 – Dean Parkins and Dick Loman

 

The work program committee met on Friday, January 16.  The committee members Debra George, Doug Moreland, Harvey Aulgur, Dean Parkins, Gary Long and Dick Loman came up with a 2004 work program, which Dick distributed.

 

Doug Moreland said that one of the items on the work program, number 272, deals with the Highline School District.  Doug felt that one of the priorities of the partnership is to improve relations with the school district.

 

Bob Ewing said once the 2004 work program is agreed upon he would like to see the updated short version on the back of the agenda again.

 

Regional Transportation Investment District (RTID) – Nancy Damon

 

Nancy Damon gave a short report on a meeting she attended with Julia Patterson who was a guest speaker discussing what RTID has been doing towards coming up with a transportation funding package for King, Snohomish and Pierce Counties.  Nancy thought the partnership might want to get more involved.  She advised SWKCC will be hosting a presentation by John Scoles, Legislative Aide to King County Councilwoman Julia Patterson, on Wednesday, February 11, 8:30-9:30 a.m. at Highline Community Hospital, 16251 Sylvester Road SW, in the Cedar Room 3-4, Education Center and anyone is welcome to attend.  Kevin Fitz and Ryan Warnes will be attending on behalf of the Partnership.

 

Round the Table:

 

Bob Ewing – Bob said that at the last BEDP meeting the southern entry gateway was discussed and Doug Moreland had mentioned that Burien would probably need to work with Normandy Park.  He thought this should have been mentioned in the minutes.  Bob also thought the bicycle and pedestrian trails initiative should be on the work program.

 

Debra George – Need auction items for the Awards Dinner/Silent Auction being held on March 6, 7-11 p.m.  Tickets are on sale at $25 each or a table of 8 for $200.00

 

Chad Campbell – Chad said with the Juanita Apartments closing Burien was getting a lot of press, but thought not the kind of press Burien needs.  He is hoping that the City will be putting out information on how the City is helping these tenants.

 

Nancy Damon – Julia Patterson will be speaking at the membership luncheon on February 13.

 

Clare Gallagher – Been working with the Economic Development Study Team and Dick Loman is working on the NEST study coming up with a high level assessment of properties.  There will be a lot of material coming out.
