MEETING MINUTES

Date: January 9, 2004

Call to Order:  Meeting opened at 7:00 a.m. by Acting Chair Dean Parkins.

 

Minutes:   The minutes for December 12, 2003 were approved as amended (Page 3, corrected to read “Ryan Warnes moved to recommend postponing the City Council vote, but if the Council needs to act, recommend Option 2 ($1.00 Res. and $3.19 Non-res.)

 

Chair’s Report:

 

Election was held and Bob Ewing was unanimously appointed as Vice Chairman.

 

City Manager’s Report:

 

Gary Long distributed an updated BEDP 2003 4th Quarter Work Program and a draft of the City’s 2004 Work Program.  A list of the City’s accomplishments during 2003 was also given to the members. (See attached)

 

Gary Long reported that the Town Square project was moving quickly.  A meeting with Urban Partners and PSED is scheduled for today to discuss space and other options.  Some of the issues with Town Square are the street grid (how to get in and out); and how much and what configuration for public gathering space.  On December 18 the Management Team, GGLO, SOJ and Urban Partners attended a Town Square Design Concepts Charette at the GGLO office in Seattle.  A written résumé was prepared and sent on to Urban Partners for their consideration.

 

Discover Burien Report – Debra George

 

Debra George distributed the Discover Burien Newsletter.  Debra reported she will be going before the Council to get “Team Clean Sweep” approved. (See attached agenda bill)  This is a program Discover Burien will be contracting through the City to give special needs individuals an opportunity to help the community by picking up trash, removing graffiti, etc.

 

1st Avenue LID – Steve Clark

 

Steve reported the focus right now on 1st Avenue is working with the property owners.  He said City Council made a decision on December 15 and approved the underground funding option of $1.00 (Res) and $3.19 (Non-res).

 

At the BEDP meeting on December 12 the members brought up questions of concern regarding 1st Avenue S.  Steve advised he did not have the answers yet, but would have these by the next meeting on January 23.

 

Exempt Development of the Burien Town Square Site – Scott Greenberg

 

Scott Greenberg distributed the Agenda Bill that he will be presenting to the City Council on January 12 to consider adopting an ordinance which exempts from the State Environmental Policy Act (SEPA) the Burien Town Square property.(See attached)  There will be a public hearing held on January 12, dealing with this matter.

 

Motion made by Doug Moreland to recommend to Council acceptance of the proposed ordinance of amending Burien municipal code title 14 related to a State Environmental Policy Act exemption for Burien Town Square; David Elliott seconded.  Motion passed unanimously.

 

Quarterly Review of 2003 BEDP Work Program – Gary Long

 

Gary Long gave a summary of each item on the 2003 BEDP 4th Quarter Work Program.  A committee of members Gary Long, Dean Parkins, Debra George, Harvey Aulgur and Doug Moreland will meet to develop a new work program for 2004.

 

Street Front Improvements 152nd Street – Dick Loman

 

Dick Loman reported that originally a marketing brochure had been complied with permitting, banking and architectural information for store owners.  The idea was to have store fronts updated to a modern look.  These brochures were being distributed by the City and Discover Burien.  However, since the appointment of Urban Partners as the Town Square developer this is being looked at differently now.  Urban Partners is looking at SW 152nd Street as a very positive improvement and would like to see it keep its unique 50’s - 60’s look.  Urban Partners would like to work on this along with Town Square and Dick has provided them with copies of the original brochure.

 

Round the Table:

 

Bob Ewing – Bob said he appreciated the information on Town Square, but thought the Partnership could use more depth on this project.  He would be interested in knowing what plans the developer has for retailing.  He said that maybe Urban Partners could attend a BEDP meeting.

 

Kevin Fitz and Tom Gehl – Kevin and Tom suggested that Urban Partners’ retail consultant talk to retailers who have been in Burien for awhile and learn how retail in Burien has changed over the years.  Kevin and Tom think business people could be of value to Urban Partners.

 

Mark Minium – Mark advised he had attended the City Council meeting on December 15 and was very upset the way the meeting was handled.  During the citizen’s comments portion of the meeting two citizens voiced a complaint towards one of the Councilmembers.  He advised the three minute rule was not observed.

 

Kevin Fitz – He said he attended the same meeting and he was very embarrassed as to how the meeting was handled.  He advised that all Councilmembers deserve respect and that the rules of conduct should be reviewed before each meeting.  He said the City of Burien does not need this type of embarrassment.

 

Gary Long – Gary commented on Mark and Kevin’s statements.  The meeting is a City Council meeting and that any of the Councilmembers could call point of order.  This was reviewed with new Councilmembers at their initiation meeting.
