MEETING MINUTES

Minutes: Doug Moreland moved to approve the minutes; Harvey Aulgur seconded the motion. Motion passed and minutes were approved.

No report.
City Manager’s Report:
Community meetings – Held,
held on SeptSeptember 18, 2003 at Shorewood Elementary School
and on Sept.ember 24, 2003 at Sunnydale Elementary School. Went,
went well with about 50-60 persons in attendance at each meeting.
Gary Long reported that Urban Partners, LLC of Los Angeles, had been selected for Town Square developer. The next step is to have a Memo of Understanding (MOU) signed by the City and Urban Partners. Gary thanked Kevin Fitz and David Elliott, members of the Developer Selection Advisory Committee, for all their time and effort involved in the selection process.
There will be a public hearing for the 2004 budget before going to Council.
Discover Burien Report – Debra George
Debra distributed the October Discover Burien Newsletter. She reported that Discover Burien is currently working on the 2004 schedule and budget and gave the following update:
Octoberfest: Attendance was lower than last year. The weather was thought to be the major factor.
1st Avenue – LID letters to be sent out.
SW 152nd – Ok. Still some finish up work to be done.
BBEDP Work Program
#8 – Economic Development Element – The final draft done by the Economic Development Element Steering Committee was distributed to the Partnership. Dean Parkins thought that Pol. ED 1.7, “Encourage Businesses to Hire Local Residents”, should not be a policy. After discussion, it was decided that the policy should stay.
Lucy Krakowiak advised the Partnership that although their focus was on the Goals and Policies, she asked the members to also review the possible implementation strategies, appended to the Element, and to keep these ideas in mind.
Lucy thanked Bob Ewing who edited and created the template for the Economic Element and the rest of the editing sub-committee, Ryan Warnes, Mick Moore and Eric Johnson, for their time and effort.
The Partnership agreed the Economic Development Element was ready to go to the Planning Commission. Doug Moreland moved that the Economic Development Element go to the Planning Commission on October 28; Harvey Aulgur seconded the motion. Motion passed unanimously and was approved.
#12 Use of business license revenues – David Cline, Senior Management Analyst, advised the Partnership that the 2004 Budget will show how the business license revenues are used (see attached). The five areas are:
· Arterial street landscaping maintenance and all commercial corridors
· Flower pot maintenance
· Graffiti removal
· Discover Burien
· Business license processing and auditing
Review BEDP 2003 Work Program and Discuss Focus:
After review of the Work Program it was decided that the
Partnership will continue to be actively involved in the project scope
of Town Square. It was also mentioned that #3 – Finish 152nd St.
and start 1st Avenue S and #6 – Storefront façade improvement was actually the third phase of 152nd St.
and may fall
under one item. It was decided that Steve Clark should attend the next meeting
with an update on 152nd and the LID for 1st Avenue.
Other items:
Dick Loman gave a quick review of New Economic Strategy Triangle (NEST) Clusters Study (see attached). The cities involved are Burien, Des Moines and SeaTac, as well as the Port. NEST will study the potential for redevelopment of several hundred acres of airport owned, or airport impacted property, including NERA. The NEST Task Force will try to identify and evaluate how best to strategically and collectively prepare industrial/commercial properties for development. The ultimate goal is nurture the types of business linkages, freight mobility linkages, and business growth that will thrive in this area and to establish the cost of land development.
Round the Table:
Dave Elliott – Would like to see a representative from the school board in attendance periodically at the BEDP meetings.
Doug Moreland – Work began 5-6 years ago on the Economic Development Element and was put aside. Glad to see it finally completed and complemented the committee on a good product.
Ryan Warnes – Burien was given some publicity on KIRO this week, the discussion was the retirement of Jack Thompson’ jersey.
