MEETING MINUTES

Date: May 23, 2003

Members Present: Kevin Fitz, Lucy Krakowiak, Chad Campbell, John Roberts, Nancy Damon, Ryan Warnes, Debra George, Mark Minium, Tom Gehl, and Kris Jensen

Staff:  Gary Long, City Manager, Dick Loman, Ecomonic Development Manager, and Joline Wright, Economic Development Assistant.

 

Guests:  Councilmember Joan McGilton and Clare Gallagher, Port of Seattle.

 

Call to Order.  Meeting opened at 7:00 a.m. by Chair Lucy Krakowiak.

 

Minutes:    Minutes were amended under the Capital Improvement Plan to read - The 21st Avenue road repair will be coordinated with the improvement being made by St. Francis.

 

Under the BEDP roll for item No. 1 – Town Square – 1) was changed to read – Participate in selection of developer; and 4) was changed to read – Public event to review final candidates and concepts for Town Square.

 

Agenda item for the BEDP Work Program was changed to read – Expand the BEDP Work Program to include specifics regarding BEDP involvement.

 

Nancy Damon moved to approve the minutes; John Roberts seconded the motion.  Motion passed and minutes were approved.

 

Chair’s Report: Lucy Krakowiak

 

Lucy reported Dean Parkins, Doug Moreland and Bob Ewing had notified her that they would be absent.

 

Lucy also advised the Partnership that the Park Levy was in the process of being passed.

 

City Manager Report: - Gary Long

 

CIP - Gary reported the $3M+ construction estimate for the 1st Avenue South project has been bumped up by a couple of million and may increase further as the design advisory committee continues to define the project scope recommendations.  Much of this is being driven by traffic volume and intersection improvements at SW 148th, SW 150th, and

SW 160th.  These estimates do not include under grounding expense.  Expect that to increase the overall project by another $3M+.  Then, the next challenge is funding options.

 

The 4th Avenue Town Square Street Improvement capital project will be going to Council June 2.  We will work with the business community and Town Square developer on what kind of improvements need to be done around the Town Square development as well as the other streets in the downtown such as 153rd.

 

Dave Elliott asked if there would be a line item for SW 153rd.  Gary said there is a placeholder in the proposed CIP and that much more discussion is needed to scope out timing, budget and priorities.

 

Gary advised there is still a lot of a negotiation going on with King County regarding the District Court issue.  We agreed to have each of the contract cities sign a letter requesting the County Executive to confirm whether he has any willingness to continue any type of contract municipal court services.  This dispute could end up costing the City’s operating budget significantly unless we are successful in keeping the county as a service provider.

Round the Table:

 

Dick Loman reported that the City was getting good responses on the RFQ.  Have two developers interested, one local and one in St. Louis.

 

Mark Minium – Sunday, August 3 from 12 – 5 p.m. is Honda’s Grand Opening.

 

Debra George – Reminded everyone of the Farmers Market on Thursday’s; Fathers Day Car Show and the 4th of July parade.

 

John Roberts thanked Clare Gallagher and Gary Long for doing a good job of informing the Partnership regarding the City and the Port’s partnering.

 

Nancy Damon reported that the Highline Funds for Excellence collected $18,000.
