MEETING MINUTES

Call to Order.  Meeting opened at 7:00 a.m. by Chair Lucy Krakowiak.

 

Minutes:  Minutes were amended under Clean Sweep to read as follows:  "Port of Seattle contributed to Cleansweep through a financial donation to Discover Burien.  It was determined that monies allocated for Cleansweep by Discover Burien would best be spent on souvenir work gloves rather than hats."  Debra George moved to approve minutes as amended; Ryan Warnes seconded.  Motion passed and minutes were approved.

 

Chair’s Report: Lucy Krakowiak

 

Lucy reported that she had received calls from Chad Campbell, Bob Ewing and John Roberts that they would be absent and Nancy Damon is on vacation.

 

Lucy reminded everyone of the Highline Funds for Excellence Breakfast on May 14,

7:00 a.m. at the Marriott.  Tickets are $100 per seat.

 

City Manager Report: - Gary Long

 

Gary reported the Highline School Levy passed by 67%.

 

It is capital planning time.  Operating and capital programs will be updated such as major projects, and economic development funding for 2004.  The first BEDP meeting in May will be spent reviewing the CIP.

 

Port of Seattle is consuming a lot of time right now.  Working on an agreement for a strategy in buyout – crafting a pilot project AIR21.  Conflict of land use is one of the problems that can’t be solved yet.

 

Most City Managers are looking at the county funding.  They are contractors for roads, parks, and pools.  We buy from the county and very critical projects for Burien are the transit project, 1st Avenue South, and Human Services.

 

David Elliott questioned processing B&O Taxes on a quarterly basis to bring in more revenue.  Gary explained probably too expensive but will look into it (should be doing electronic filing in 6 to 12 months).

 

Gary said that John Roberts had asked a good question “what do we do about the county problem?”  For starters Gary reminded everyone not to forget about the Parks Levy on May 20.

 

BEDP Work Program – Lucy Krakowiak

 

SW 152nd Update (No. 9) – Debra George

Debra reported still a lot of concrete work going on in Old Burien.  Merchants on SW 152nd Street seem to be fairly happy.  Paving should start in the next two weeks.  Discover Burien has stopped the weekly update sheet and is now distributing a monthly newsletter.

 

1st Avenue South Update (No. 9) – Steve Clark

Steve Clark explained that the 1st Avenue project is more complicated than SW 152nd.  A Citizens Advisory Committee has been established, Mark Minium, Harvey Aulgur and Debra George are members.  Steve reported the committee had met three times and they are doing a good job identifying problems and up coming issues.  There have been meetings with property owners discussing issues of safety, less congestion and enhancing 1st Avenue South.  Have been talking with Mark Minium regarding the issues that may come up for his business.  Mark thanked the City for involving him in trying to resolve his problems.

 

Steve said some of the financial issues will be underground utilities, which will double the cost of the project, and the $3.5M will probably be increasing to have a quality investment – possibility is a LID.

 

The first phase will be 148th – 162nd; 128th – 148th second phase.

 

Clean Sweep Update (No. 7) – Debra George

Clean Sweep will be held Saturday, April 26 at 8:00 a.m.  Thanked the Port, car dealers and the City for their donations.

 

Comprehensive Plan / Economic Development Steering Committee Update (No. 8)

Pat Smith

 

Pat distributed a revised Economic Development Schedule with a list of the Steering Committee Members.  He reported the City Council had approved the steering committee, with the addition of two slots.  The additional slots are a Marketing Company and Big Box.  Debra George advised she would talk to Staples for the Big Box and Levitz Advertising or Bartell Drugs were mentioned for the marketing slot.  Pat reported that the first committee meeting will be May 30 at 7:00 a.m.

 

NE Special Planning – Burien’s North East Redevelopment Area (No. 2)

Gary Long

 

We are beginning to refer to this project as NERA.  Met with John Faulkner, the Port of Seattle real estate development expert.  This meeting was to review the status of each of a dozen issues and focus on the economic analysis of the costs of land assembly, relocation and clearing property for redevelopment.  There was general agreement that the model is pretty well thought out, and with some clean up can be used as a basis for arguing for changes at the federal level, for ports and cities to be able to work cooperatively on redevelopment. 

 

A critical issue is Miller Creek – wetland issues – treatment of water study.  The goal is to have a plan for public review in the 1st Quarter of 2004.

 

Expand and Prioritize BEDP Work Program – Lucy Krakowiak

Lucy advised it was time to go over the BEDP Work Program to see who is doing what.  It was decided that there would be a work program study session at the May 23 meeting.

 

Round the Table:

 

Dick Loman – The Request of Qualifications (RFQ) is complete and ready to be published.  Have not scheduled any committee meetings yet regarding the RFQ.

 

Dick passed around a photo of a sample storefront for the Pet Center building.

 

David Elliott – Met with the Herr Lumber garden center.  They are very interested in expanding.  David thought it would be a good idea to help them.  Gary Long thought maybe Millers Paint might want to talk to them about leasing space in their building.

 

Doug Moreland – Have been paying attention to the graffiti in downtown.  During Clean Sweep should take pictures and note date before cleanup.  Captains will mark these areas on their maps.

 

Ryan Warnes - We are very close to forming an automobile dealers advertising association in Burien.

 

 

Debra George – Handed out cards advertising the Farmers Market which will take place on Thursdays each week starting May 15th from 11 a.m. to 6 p.m.

 

Harvey Aulgur – Harvey is very pleased at the attitude expressed in the meetings and the amount of work being done on 1st Avenue South.  Everyone is doing their best to get the job done.

 

Kris Jensen – Looking at the RFQ and map on page 4 shows where Miller Creek runs.  Also looking that the Per Capita and looks like we have an easy opportunity to change.
