MEETING MINUTES

Date: April 11, 2003

Time:  7:00 – 8:30 AM

 

 

Members Present: Harvey Aulgur, Kevin Fitz, Dean Parkins, Lucy Krakowiak, David Elliott, Doug Moreland, Bob Ewing, Tom Gehl, Mark Minium, Ryan Warnes, Nancy Damon and Debra George

Guests:  Erling Mork, Advisor to the Community Development Department, City of Burien, and Clare Gallagher, Port of Seattle.

 

Call to Order.  Meeting opened at 7:00 a.m. by Chairman Dean Parkins.

 

Minutes Approved:  David Elliott moved to approve the minutes; Mark Minium seconded.  Motion passed and minutes were approved.

 

Chair’s Report: Dean Parkins

 

Dean thanked Lucy Krakowiak for approaching Azteca to fill the minority person slot on the Economic Development Steering Committee.

 

City Manager Report: - Gary Long

 

On April 7 the City Council approved the Request for Qualifications (RFQ) for the Town Square.  The next process will be to publish the RFQ.  The Developer Selection Advisory Committee was approved with two additional members added; Mayor Wing Woo, or his designee, and a citizen at large.

 

NE Redevelopment Area – City Council approved comp plan amendments.  Design and zoning requirements are the next major piece of work for this year. 

 

Burien Library may go on the ballot next year.  Had 54% support from Burien voters.  The Library District wants to be part of the Town Square development.

 

School Levy goes to vote on April 22.  This is a very critical vote.

 

Election of 2003 Chairman and Vice Chair

 

Doug Moreland nominated Lucy Krakowiak as Chairman.  Motion to elect Lucy Krakowiak as Chairman was passed unanimously.

 

Kevin Fitz nominated Dean Parkins as Vice Chairman.  Motion to elect Dean Parkins as Vice Chairman was passed unanimously.

 

SW 152nd Street Update: - Debra George

 

Concrete work continuing and planters are being installed.  Old Burien still a mess.  Shops need some business.

 

Debra distributed the Discover Burien Newsletter.

 

Clean Sweep: - Lucy Krakowiak & Debra George

 

Port of Seattle is not able to donate the hats this year, need some new ideas.  Partnership thought gloves would be a good item, which seemed to be a hot item last year.  City will take care of the vests.

 

Continued Discussion on Economic Development Element of Comprehensive

Plan and BEDP Recommendations of Persons to be Appointed to the

Steering Committee - Pat Smith

 

Pat reported that Staff went to City Council on March 24 and the Council agreed to the steering committee approach.  Pat distributed lists showing City Council’s recommendations, BEDP recommendations and the Proposed Recommendations.  The Council agreed to the profile categories and to BEDP members being the majority provided they fill the various slots.  They also agreed that the Chair would be a BEDP member.  On April 21 Staff will go to Council to approve the process and steering committee members.  Doug Moreland moved that ESD and Highline School be added to the Proposed Recommendation list; Mark Minium seconded.  Motion passed unanimously.

 

Pat also advised that the Economic Development Schedule had changed in order to use the June Newsletter to reach the public and then will have two public forums in June and July.

 

Lucy recommended using one of the Friday BEDP meetings for the Steering Committee meetings, probably the second Friday of the month.

 

Request for Motion of Support for the TEA-21 and FY04 Transportation Federal Proposals

 

Lucy Krakowiak moved that the support letters be signed by BEDP, Discover Burien and the Chamber.  Motion passed unanimously.

 

Round the Table:

 

Bob Ewing – Thanked Dean Parkins for his work as Chair.

 

Gary Long – Groundbreaking for the Rassad Building will be held Tuesday, April 15 at 3:30 p.m.  Doing some cleanup at Gottschalks and working on the pet store.  The City Council approved the whimsical clock design for downtown on SW 152nd St.

 

Debra George – The name, Could Bee Shop, from KPG will be kept for the pet store.  Spots will be rented to retailers just starting their business, artists groups, and used for special events.

 

Mark Minium – Thanked Dean Parkins for this service as Chair. 

 

Doug Moreland – With Clean Sweep coming up have noticed businesses putting out things to be cleaned up.  Need to contact businesses and tell them they need to get rid of these items themselves.  Thanked Dean Parkins for his BEDP leadership.

 

David Elliott – Fire Department did an inspection and there are heating and air conditioning units in the alley off SW 152nd St.

 

Lucy Krakowiak – Thanked Dean Parkins.  Lucy would like a list of BEDP members with phone number and e-mail addresses.  Gary Long suggested putting this information on the back of the agenda.

 

The Highline Fund for Excellence is having a fund raising breakfast on May 14 at 7:00 a.m. at the Marriott.  Cost is $100/per seat and Steve Poole will be the guest speaker.

 

Dick Loman – Advised the BEDP members that the publication “Place Making, Developing Town Centers, Main Streets, and Urban Villages” published by the Urban Land Institute has a good resource of photos of storefront or retail shopping.  Anyone who would like to look at this publication can contact Dick.
