MEETING MINUTES

Absentees:   Nancy Damon, Mark Minium and Ryan Warnes.

Guests:  Councilmember Joan McGilton, Jennifer Shelton, Business Development Specialist for the Small Business Assistance Center, and Erling Mork, Advisor to the Community Development Department, City of Burien.

 

Call to Order.  Meeting opened at 7:00 a.m. by Chairman Dean Parkins.

 

Minutes Approved:  David Elliott moved to approve the minutes; John Roberts seconded.  Motion passed and minutes were approved.

 

Chair’s Report: Dean Parkins

 

Dean announced that all members should have received an e-mail from Kirsten Pennington, Transportation Planner, explaining a new plan being developed for a pedestrian and bicycle system for our community.  They are seeking citizens and interested parties to serve on an advisory group.  Applications are due on March 19.

 

Dean thanked Kate Shaw for taking minutes at the last meeting in Joline’s absence.

 

Guest Speaker:

 

Jennifer Shelton, Business Development Specialist, for the new Small Business Assistance Center attended to advise the members of the services offered by the SBAC.  Jennifer reported that retaining small businesses and creating jobs is one of the main purposes of the SBAC.  They offer free counseling services, assistance in writing business plans, marketing strategy, and cash flow analysis.  Highline Community College will be offering some training for small businesses and resources for lenders and major banks will be available.  Jennifer’s e-mail address is jshelton@highline.edu and encourages anyone who has questions or needs assistance to send her an e-mail.  The website is http://flightline.highline.edu/cel which gives information on the SBAC and links to training.

 

Commentary on Development Matters: - Dick Loman

 

Dick reported he had attended the ULI Conference, Reinventing Retail, Community, Lifestyle and Entertainment, held in Los Angeles on March 2-4, 2003.  There were 300 in attendance representing architectural firms, development companies and government jurisdictions from all over the United States.

 

Dick will be meeting with Nathan Torgelson, Economic Manager from City of Kent on Monday.  Kent is in the process of selecting a developer for 20 acres of downtown property and we will be using them as a resource.  Dick advised he is currently working on a draft RFQ.  This will go to Council for review and the final RFQ to go out to major firms by April 15.

 

Scott Greenberg suggested looking at the ULI publication “Place Making”, which was a good resource for information and he said he could provide examples through photos, etc.

 

City Manager Report: - Gary Long

 

On Monday, March 3, the City Council passed the NW Special Planning Area Comprehensive Plan Amendments.  The amendments will be followed by zoning, design and development standards.

 

Trip to Washington D.C. the week of March 3 covered funding requests for SR 518, lst Avenue, TOD and acquisition funds for the Senior Center.

 

A funding request for NW Special Planning Area and Air 21 was well received by federal delegation and congressional staff.  Gary reported we have very good support, but will need POS support.

 

Still working with the Port of Seattle on the NW Special Planning Area and on the environmental permit issues.  Will be meeting next week with the Port Commission to discuss further.

 

Review of Process Leading to Adoption of Economic Development Element of Comprehensive Plan – Pat Smith

 

Pat Smith attended the BEDP meeting for any additional comments before the Economic Development Element of the Comprehensive Plan is presented at the City Council Study Session scheduled on March 24. 

 

Pat distributed an information sheet with a quick explanation of how the Economic Development Plan relates to the Comprehensive Plan and the process of selecting a steering committee.  Pat also included a tentative schedule and presented a sample of an Economic Development Plan from the Cities of Tukwila and SeaTac.

 

March 28 work will begin on selecting a steering committee.  Pat reminded everyone that steering committees have been successful in the past with projects such as the sign code, and Phase II of the Downtown Plan.  He advised the steering committee should be community wide including representatives from education, hospitals, auto dealers, restaurants as well as the business community. 

 

Lucy Krakowiak recommended Chair for the steering committee would be a BEDP member and lead advisor.  It was suggested that half of the steering committee might consist of BEDP members.  Pat distributed a list of possible groups to be represented on the steering committee. 

 

BEDP recommended that someone from the Partnership will meet with Scott Greenberg and Pat Smith on the selection of the steering committee.

 

Lucy Krakowiak asked if would be possible for the BEDP, on the policy making matters, to have more time to give feedback and review drafts.  Scott Greenberg reminded everyone that the schedule was tentative and could be expanded; there is no rush.  It was decided that Lucy will attend the Study Session on the 24th.

 

Dick Loman provided everyone with a copy of “Learning to Lead – A Primer on Economic Development Strategies” prepared by Washington State Community, Trade and Economic Development.

 

SW 152nd Street Update: - Debra George

 

Debra reported SW 152nd construction was currently on rain delay. 

 

On Wednesday, March 19, Discover Burien will go through the Main Street presentation with inspections and interviews by state officials from the program.

 

Calendars are being distributed showing all the yearly events with dates and the Locate in Burien post cards are going out next week starting with Kirkland

Clean Sweep: - Lucy Krakowiak & Debra George

 

Posters will be done on March 28.  Lucy and Debra are currently working on getting team captains signed up.

 

Debra reported there is a lot of debris on SW 152nd Street that needs to be cleaned up so it will not be eliminated from Clean Sweep. 

 

Gary Long also reported that KPG contract has been amended to include sidewalks on both sides at 4th.

 

Round the Table:

 

Lucy Krakowiak – Election of Partnership Chair and Vice Chair is scheduled in April.  Lucy asked the question should the Ordinance be revised or looked at again since Ryan Warnes was appointed to the Partnership and no one was sure whose place he took.  Gary Long advised that he is the ex-officio member and there was an error in Ryan’s nomination, but his recommendation to the City Clerk was to leave it until someone leaves the Partnership.

 

Debra George – Councilmember Kevin James is pursuing the idea of having a water park in Burien.  He gave Debra material to hand out and will attend the March 28 meeting to discuss the possibilities.

 

Harvey Aulgur was unable to attend the 1st Avenue Street meeting held on Wednesday evening.  At the meeting graphics were presented showing the traffic flow.  Debra George reported that packets with this information will be mailed out.

 

John Roberts – Wants everyone to be sure to get a Discover Burien event calendar.
